ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages. In this position, the Programme assistance will dedicate around 80% of their time to GFA programmes and 20% to school feeding and nutrition programmes.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Liaise with internal counterparts (WFP focal points in the Country Office and other units) and coordinate with Cooperating partners /Government counter parts for implementation of GFA program activities effectively;
  2. Assist in organizing and conducting trainings in GFA program for Cooperating Partners and Governmental Counterparts.
  3. Assist in preparation of governorate-wide, partner-wide, monthly and quarterly allocation plans, projections for food commodities and non-food items.
  4. Support Commodity Management and Tracking in coordination with logistics and partners to ensure timely food dispatches to FDPs and/ or EDPs.
  5. Collect and analyse data on programme implementation to identify emerging trends/gaps aimed at improving programme implementation and informing future planning.
  6. Assist with timely submission of reconciled, monthly distribution reports (along with invoices where necessary).
  7. Assist in updating and maintenance of Programme data on monthly bases for various reports (Reports may be needed on weekly or need basis)
  8. Coordinate with M&E for monitoring updates and feedback.
  9. Undertake monitoring visits and follow up of issues in field and coordinate with National Programme Policy Officer (Head of Programme Officer FO) for assistance / guidance / resolution through appropriate channels.
  10. Assist in conducting coordination meetings, Programme review meetings as required.
  11. Provide support in organizing Programme planning missions, meetings and briefing sessions
  12. Support head of section in the timely management of programme resources
  13. Support coordination and communication with cooperating partners, UN agencies, INGOs and government institutions to ensure efficient delivery of programme activities.
  14. Support the capacity building of WFP staff, cooperating partners and national government within the scope of on-going programme activities.
  15. Manage programmatic updates through specific databases/ platforms to ensure information is accurate, organized, and available for others to access. Document and report on best practices and lessons learned.
  16. Provide support in Nutrition & Schools Meals Activities as required, and accordingly coordinate with CO, Cooperating partners and related Governmental counterparts.
  17. Formally act as alternate for the Nutrition & School Meals focal point and follow up on Nutrition & School Meals activities in the absence of the main focal point.
  18. Perform other related duties or assignments as required and delegated by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 4 years of relevant working experience in community, area development, education, planning, nutrition and monitoring, humanitarian work, food security, emergency sectors or cash based transfers.
  • Has facilitated communication with technical teams (GFA, Nutrition).
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.
