ORGANIZATIONAL CONTEXT

WFP has been supporting 1.4 million people in Cox’s Bazar, Bangladesh: 862,000 Rohingya refugees and host community Bangladeshi under the L3 emergency operation. The 2020 Joint Response Plan seeks to strengthen protection and solutions for Rohingya refugee women, men, boys and girls; deliver quality, life-saving assistance to people in need; foster the well-being of communities in Ukhiya and Teknaf Upazilas; Multi-sector assistance including food, water and sanitation, shelter, and access to healthcare and education will continue and be improved in 2020 for Rohingya refugees.

The World Food Programme signed an agreement with the Government of Bangladesh to support the delivery of one component of the Emergency Multi-Sector Rohingya Crisis Response Project (EMRCRP) financed by the World Bank. WFP’s component aims to strengthen community resilience in the Rohingya refugee camps through community workfare and community services activities. Community workfare activities are made of labor-intensive public works and environmental restoration activities aiming at improving the living conditions in the camps. Community services activities encompass various types of services provided by volunteers in the camps and the development of key skills to provide these services.

JOB PURPOSE

The Programme Assistant (Environment and Social Safeguards) will assist the Environment and Social Safeguard Specialist to implement safeguard measures, thus ensuring that the project does not detrimentally affect the environment nor communities. The job holder will help develop guidance, conduct screenings and monitoring and communicate the results to the Government of Bangladesh and the World Bank.

FUNCTIONAL CAPABILITIES

Broad Knowledge of Specialized Areas Understands basic technical concepts and data and their relevance to food assistance programmes. Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes. Strategic Policy Engagement w/Government Understands and applies basic principles of engagement with government counterparts at the national or local level.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide support on environment and social safeguard issues, particularly development and implementation of safeguard policies, screening instruments, guidance and monitoring tools that adhere to the World Bank, MoDMR and WFP policies and procedures.
  • Support the screening process, including planning the screenings, analyzing the results and compiling the reports with oversight from the Environment and Social Safeguard Specialist.
  • Manage and analyze data generated from screenings, monitoring and evaluations.
  • Prepare a range of internal and external reports on safeguard screening results and proposed mitigation measures.
  • Coordinate and support the complaints and feedback process within the EMRCRP team.
  • Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities, particularly within the EMRCRP team.
  • Work with the Communication team to improve the visibility of WFP’s engagement on safeguard issues.
  • Support safeguard training workshops for internal staff and external partners;
  • Conduct any other duties as assigned by the Environment and Social Safeguard Specialist or the World Bank Team Leader.
  • Perform other duites as per requirment

STANDARD MINIMUM QUALIFICATIONS

Education: Undergraduate and/or master’s degree in geography, environmental science, disaster management, geology, agriculture, natural resource management, international development or social sciences.

Experience: At least four (4) years of experience, with two years of relevant experience in humanitarian or development programmes and knowledge management. Individuals with experience in natural resource management, environmental science, accountability to affected populations or gender/protection issues will be preferred.

Language: Advanced English skills and fluency in Bangla. Proficiency in Rohingya or the Chittagonian dialect would be an advantage.

Skills : Excellent written and oral communication skills, strong interpersonal skills; robust analytical and data management skills; and ability to meet deadlines and work under pressure as part of a team.

Monthly Salary : BDT 86,452.00
