Organizational Setting

The Animal Production and Health Division (NSA) promotes and facilitates the sustainable development of the livestock sector, integrating scientific and technical expertise and policy advice. It hosts technical networks in the areas of animal health, genetics, feed and animal husbandry and provides analysis, policy dialogue (including intergovernmental bodies) and technical assistance. It also supports emergency responses, mostly in animal health, and the FAO’s priority programme (PPA) actions to promote the One Health (OH) approach in FAO’s programmes and Divisions implemented by the Joint Centre for Zoonoses and Antimicrobial Resistance (CJWZ).

This position is located in the Animal Production and Health Division, Animal Health Service, NSAH at FAO headquarters in Rome, Italy.

Reporting Lines

Under the overall supervision of the Chief Veterinary Officer, the consultants/subscribers will report directly to the Programme Officer (NSAH), and work in close collaboration with the Programming Unit (PU) and other Animal Health officers and Regional staff as required.

Technical Focus

The assignments will be in support of the operations and management of animal health projects in NSAH and CJWZ.

Tasks and responsibilities

• Handle day-to-day operations for NSAH/CJWZ projects and programme portfolio (implementation and monitoring, reporting and closure);

• Ensure timely provision of project inputs (personnel, letters of agreements, training, procurement of equipment and supplies, etc.), coordinating all related aspects for recruitments, events, contracts, etc;

• Support the recruitment process of consultants, ensuring the process cycle of recruitment is implemented with all the correct documents;

• Support procurement actions, ensuring that requests are technically complete and in conformity with established FAO rules and procedures

• Contribute to the development and implementation of new content management and workflow solutions, assisting in internal process and procedure improvements, including the preparation of operational guidelines

• Organize and attend events/meetings/workshops, being responsible for the drafting of meeting reports (minutes) as needed;

• Support on budgeting process and facilitate the project cycles appraisal/approval process, ensuring all in-house clearances are obtained;

• Perform regular monitoring of project workplans and budgets at global, regional and country level, through FAO corporate management tools (e.g. iMIS, FPMIS);

• Regularly monitor project expenditures and cash flow to resolve any over/under expenditures, to ensure correct accounting, alignment project scope/tasks and to facilitate timely action is taken, as needed;

• Liaise with national and regional projects teams to track and monitor delivery of activities against project workplans, identifying areas where delivery is at risk of being delayed, and mitigate any impact on overall project delivery;

• Contribute to the preparation of project progress report and prepare project non-standard financial reports/statement;

• Undertake field mission and provide operational backstopping to projects countries to ensure adequate operational support is provided to the implementation of global projects as required and to promote capacity development at the country-level.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Political Science, Economics, Management, Business Administration, Law, Social Sciences, forestry, agriculture, natural resources, biological and environmental sciences or a related field;
  • Minimum one year of relevant experience in programme/project management and/or resource mobilization;
  • Working knowledge of English and limited knowledge of one among French, Spanish, Arabic, Chinese, Russian; for PSA/SBS working knowledge of English is sufficient.

Technical/Functional Skills

  • Work experience in the field of operations, administration or project management;
  • Extent and relevance of academic qualifications;
  • Excellent oral and written communication skills and ability to write and/or edit documents clearly and concisely in English is considered a strong asset;
  • Excellent analytical skills, and demonstrated sense of initiative are considered strong assets;
  • Previous experience with FAO tools (iMIS, FPMIS, etc. ) is considered an asset;
  • Demonstrated experience and knowledge of FAO administrative processes and procedures would be an asset.
