Result of Service The consultant will lead and provide technical assistance in strengthening youth related work of the Branch, ensuring effective engagement with youth networks in support of work related to implementation of MEAs.

Duties and Responsibilities Background: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law and environmental governance through law, national and international governance, and related policy issues, including those related to Multilateral Environmental Agreements (MEAs). This position is to help and support the Environmental Conventions and Policy Branch in its activities on strategic youth engagement for delivering the mandates of the Branch and its units. The initial duration of this consultancy will be for a 5 and a half month period, starting June 2023.

The consultant will work under the direct supervision of Head, Environment Policy Unit, at the Environmental Conventions and Policy Branch, Law Division.

Responsibilities: Under the direct supervision of the Head, Environment Policy Unit, Law Division, the consultant will work with a team of experienced professionals in the area of youth engagement and empowerment to strengthen the outreach and impact of the work streams of the Branch. The work to be undertaken will contribute directly to UNEP’s core focus on youth engagement and those related to Multilateral Environmental Agreements (MEAs). The work will be carried out in cooperation and consultation of the relevant Divisions and Units of UNEP as well as the MEA Secretariats. Specific responsibilities include: - Develop, initiate and roll out activities related to youth engagement in support of MEAs belonging to chemicals, waste, ozone cluster and biodiversity cluster.

- Develop an operational plan for strengthening youth engagement across the Branch activities for effective implementation of MEAs belonging to the two thematic clusters of MEAs identified above.

- Develop and strengthen the youth alumni network and the knowledge management platform already established under the ACP MEAs 3 programme.

- Develop communication and outreach material, including for social media for effectively communicating youth related actions under the Branch.

- Prepare reports, briefs and presentations on youth related work on MEAs and support outreach actions through online channels.

Qualifications/special skills Advanced university degree (Master's degree or equivalent degree) in environmental sciences, social sciences or environmental law, ICT is desirable.A first-level university degree in environmental sciences, social sciences or environmental law, ICT or related disciplines in combination with qualifying experience may be accepted in lieu of the advanced university degree. A minimum of four years of progressively responsible experience in programme / project management related to environmental law is required in case of having first-level degree. Experience in drafting review documents, meeting reports and assessment papers related to Environmental management/law is required. Having social media skills is an advantage. Knowledge and experience relating to Multilateral Environmental Agreements is an advantage. Experience in data collection and/or undertaking research will be an added advantage. Experience in youth engagement is a required for this position.

Languages- Fluency in written, oral skills in English is required. Additional language proficiency will be an added asset.

Additional Information Output 1: Development of youth engagement plan for the Branch in consultation with MEAs. Deliverable: Engagement plan for youth developed.

Output 2: Development of plan for establishing MEA youth support network, consideringbinputs from UNEP and MEAs. Deliverable: Plan developed, discussed and finalized.

Output 3: Launch of global youth network in support of the two clusters of MEAs. Deliverable: Network launched

Output 4: Develop background documents, communication material on youth work on MEAs. Deliverable: Background document(s), communication material developed.

Output 5: Strengthen alumni network and knowledge platform for youth. Deliverable: Network and knowledge platform strengthened.

Output 6: Finalize communication, action and outreach plans for youth work on MEAs in the future based on above actions. Deiverable: Plans developed, discussed and report finalized
