1. Organizational Context

  1. Organizational Setting

The post is located in the Copyright Management Division (CMD) of the Copyright and Creative Industries Sector (CCIS). CMD proposes policy objectives, designs programs and leads activities for the establishment and strengthening of copyright management systems, including in particular copyright offices and collective and individual rights management systems at the national and international level. Working closely with professional organizations and stakeholder groups that contribute to or interact with these elements of copyright management, the Division provides advisory services, capacity building, technical assistance and IT solutions in relation to the implementation of WIPO's copyright and related rights partnership programs at the national, sub-regional, regional, inter-regional and international levels. The Division also coordinates the Organization's public-private partnership activities in the copyright and related rights field, including WIPO for Creators and the Accessible Books Consortium.

  1. Purpose Statement

The incumbent is responsible for providing technical assistance and support for the development of copyright management systems in the digital era and the implementation of project-based initiatives. The incumbent also contributes to the design, development and execution of projects for the Sector, in cross-cutting collaboration with CMD's Copyright IT Manager and WIPO for Creators Manager, the DDG's Office, other divisions in the Sector, as well as other business units of the Organization.

  1. Reporting Lines

The incumbent works under the supervision of the Counsellor of the Copyright Management Division.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Plan and undertake remote and in-person technical assistance and capacity building activities and manage, execute and monitor the related administrative and operational work;

b. Draft legislative advice and conduct research and analysis of copyright and related rights management and infrastructure-related legal, licensing and data frameworks; undertake surveys, data collection activities and analysis; develop and maintain databases and other information management and reporting systems;

c. Provide assistance on the deployment of WIPO Connect and on the development and implementation of WIPO for Creators;

d. Coordinate copyright management and infrastructure activities within the Sector and with relevant business units of the Organization;

e. Carry out outreach activities and collaborate with external partners, including Government officials, Collective Management Organizations, trade associations, industry stakeholders and consultants;

f. Prepare and substantively contribute to reports, including but not limited to implementation, progress and final reports as well as financial and results reports;

g. Perform other related duties as required.

3. Requirements

Education (Essential)

First-level university degree in law or related discipline.

Education (Desirable)

Specialization in copyright law relevant for copyright and related rights management.

Experience (Essential)

At least six years of relevant professional experience in the field of intellectual property, including at least three years in the field of copyright and related rights in a multilateral intergovernmental organization. An advanced university degree may be accepted in lieu of two years of experience.

Experience working in the field of collective management of copyright and related rights.

Experience (Desirable)

Results-based project management experience and certification.

Experience with delivering legislative assistance in the area of copyright and related rights.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Good knowledge of any other UN language.

Job Related Competencies (Essential)

Excellent knowledge of the international copyright system.

Excellent analytical and organizational skills.

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the June 2021 rate of 87.3%
