Duties and Responsibilities BACKGROUND

The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities to provide adequate shelter for all. UN-Habitat helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector, to help build, manage, plan and finance sustainable urban development.

The Land Housing and Shelter Section is the tools and methodology production and skills center of UN-Habitat that develops normative guidance and cutting-edge tools through communities of urban practice. It provides technical and policy advice approaches and methodologies for government and partners and mainstreams them throughout the programmed portfolio. It also ensures that the cross-cutting areas of safety and the social inclusion issues of human rights; gender; children, youth, and older persons; and disability are developed and mainstreamed across the Agency.

Under the Land Housing and Shelter Section the three global programs, Participatory Slum Upgrading Program (PSUP), General Housing and the Global Land Tool Network (GLTN) are coordinated. UN-Habitat is looking for a consultant to facilitate progress in synergies of these programs, looking at interdependencies of Land and Housing. This entails overall support to the section coordination and additional support to the GLTN. The GLTN is an alliance of international partners committed to increasing access to land and tenure security for all and consists of international rural and urban civil society organizations, research and training institutions, bilateral and multilateral organizations, and international professional bodies. The consultant will be tasked to work with the GLTN to assemble an expert group on Land and Climate Change to define future working areas on this topic.

RESPONSIBILITIES

Under the shared supervision of UN-Habitat’s Land, Housing and Shelter Section and GLTN Secretariat, the consultant will be responsible for the following duties:

1. Section Coordination a. Coordinate community of practice (CoP) meetings and external communication of CoP activities and outputs. b. Regional communication of deliverables and knowledge exchange c. Monitoring alignment of UNH projects with the section’s key mandates d. Reporting of the LHSS results and deliverables in accordance with the UNH Strategic Plan

2. Land and Climate Change analysis a. Analyze global activities and stakeholders on Land and Climate Change b. Establish and coordinate an expert group on Land and Climate Change within the GLTN c. Research of funding opportunities of Sections work on Land and Climate Change

3. Cooperate with Human Rights Council (HCR) a. Preparation and follow up of UNH/ Section Chief’s participation in HCR meetings b. Outline UNH’s contribution to key areas of intervention extracted from Universal Periodic Reviews (UPR) c. Facilitate exchange to UPR with regional and country offices.

4. Facilitate Land and Housing cooperation a. Outlining interrelation of the LHSS work on land and provision of key mandate (right to adequate housing) b. Extract integrated methodologies from section programs for future facilitation of collaborative outputs on Land and Housing c. Define current gaps and future funding opportunities in provision of key mandate

Qualifications/special skills An advanced university degree (master’s or equivalent) in Architecture, Urban Development, Housing Studies and Planning or related fields is required. A first level degree in any related fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies. 1. A minimum of two (2) years' experience related to land tenure, climate change issues and settlement development in different regional contexts is required. 2. Previous working experience with NGOs, government institutions, disadvantaged communities, international organization is desirable. 3. Practical experience interrelating architectural planning or development work with sustainability and climate change intervention is an advantage. 4. Experience on research, technical report writing, project coordination, event and knowledge management is desirable. 5. Multi-stakeholder work including participatory processes in rural and urban contexts is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required. Additional knowledge of international languages in LHS Project areas such as Spanish or Kiswahili is desirable.
