For Every Child…a Sustainable Future Procurement Services Centre is responsible for Procurement Services activities and providing partnership, coordination and monitoring support to Supply Division Centers, Regional and Country Offices working on Procurement Services activities.

The Transaction Management Unit (TMU) - team within PSC is responsible for managing and having an oversight of the operational aspects of Procurement Services from ‘a to z’ vis a vis the Partners: including governments, NGOs, International Funding Institutions such as WB, and lsDB, development partners such as JICA and other UN agencies; the TMU is managing screening and logging incoming requests and assigning to respective Business Units, managing Partner expectations, overseeing and monitoring all PS transactions of the Division, CE issuance of WH items, identifies and establishes Key Accounts and Special Projects, Project monitoring including KPI monitoring. Operational support to Procurement Services Focal Points, acting Help Desk, follow up on complaint handling and overall operational improvements.

TMU is also acting as a normative Help Desk for the PS Function of the Division. With increased complexity of the transactions, the dedicated sub-unit for this normative role providing guidance, training, acting Help Desk, operational and system improvement projects (eg. CRM, Concept notes, DPs etc.), is essential.

This position is based in Copenhagen and reports to the Sr Procurement Services Associate.

How Can You Make a Difference? Under the supervision of the Sr. Procurement Services Associate (TMU), the Procurement Services Associate (TMU) will focus on Normative and Optimizing side of the work and act as "Super User" and Help Desk together with the Sr. Procurement Services Associate, including identifying and supporting driving operational improvement initiatives as well as system improvement projects, testing, training and provide support on the day-to-day operational management and support across TMU as needed. The sub-unit will further support, follow up on KPIs and will monitor PS complaint handling and also provide both guidance to and support PS Focal Points as well as staying up to date with PS processes through accurate processing of assigned cost estimates and sales orders and expediting.

Key functions/accountabilities:

1. Act as Super User and Help Desk, day-to-day resource for operational management and operational problem-solving and solution-finding for the PS Function, including supporting in arranging and conducting training. Providing excellent customer service and support to internal and external stakeholders

2. Identify and drive operational improvement initiatives across the PS Function, on a variety of improvement initiatives including issuance of guidance notes and DPs.

3. Assist Sr. Procurement Services Associate in developing, standardizing and improving operational tools with the objective of achieving operational improvements and increased efficiency, including working with Planning and Financing unit on end- to-end performance management and monitoring of PS transactions.

4. Identify and drive system improvement projects (e.g. CRM) including obtaining input from relevant stakeholders and plan and ensuring adequate testing.

5. Represent PSC in various system and operational improvement projects across the Division and which has an impact on Procurement Services.

6. Provide support on the day-to-day operational management and stay up to date with procurement services activities and new processes / initiatives (incl. issuance of Cost Estimates, Sales Orders and expediting) in compliance with the UNICEF Financial Rules and Regulations, Supply Division Manual and other applicable procedures.

7. Undertake KPI follow up as part of performance of Business Units in respect to Procurement Services transactions and in compliance to agreed TADs and address issues as needed.

8. Support adequate and timely PS complaint handling and follow up with respective solution owners.

9. Act as a back-up across TMU and other duties and responsibilities as assigned by the supervisor.

To qualify as a Champion for every Child you will have…

Required: • Valid work permit and residency in Denmark at the time of submitting the application. Note that the selected candidate is responsible for obtaining any required extension of their residency permit as an extension cannot be dependent on an employment with UNICEF. • Completion of secondary education. University course work or diploma in business, procurement, management or related field desirable • A minimum six years relevant working experience in public or private sector, experience in public procurement, project management as well as Procurement Services in a UN context. • Systems competent, with knowledge and solid experience of SAP • Strong practical experience in PS processes in VISION including cost estimate issuance necessary. • Excellent customer service with ability to maintain effective relations through direct communication and collaboration • Good organization skills and judgment to effectively prioritise time and tasks • Assertive, positive, constructive and motivated. • Ability to deliver quality work that is timely, complete and accurate with minimum supervision. (attention to details) • Ability to develop an effective network of working relationships both within as outside the centre and Division. • Fluency in English

Desirable: • Experience with Power BI • Proficiency in an additional UN language (Russian, Spanish, Chinese, Arabic, French)
