Background Information - Job-specific

In October 2020, UNOPS completed LAF Wet-Weather Clothing project activities by delivering a number of Wet-Weather clothing items to the Lebanese Armed Forces (LAF), in order to provide increased access to wet weather clothing by Lebanese Armed Forces to effectively monitor and protect the mountainous frontier.

The Lebanese Armed Forces (LAF) Wet-Weather Clothing project included the purchase, delivery of various Wet-Weather Clothing items to the Lebanese Armed Forces Land Border Regiments to ensure effective manning of and sustaining of the Protected Border Outposts (PBOPs).

Each outwear wet weather system consists of the following items: rain jacket, rain pants, boonie cap, torque, overboots, and a backpack. The project procured approximately 7,990 sets of wet weather clothing for the LAF LBRs which is sufficient to equip each soldier as well as allowing management of sizing and for limited individual replacement over the life-cycle of the clothing items.

UNOPS intends to carry out an assessment and evaluation of the delivered activities for the above mentioned project.

Functional Responsibilities

The Evaluation Consultant is responsible for leading a rapid evaluation of the delivered project activities. The evaluation scope should focus on the below themes:

1. Provide an overview of the condition of the delivered items;
2. Provide an overview of frequency in which the delivered items are being utilized;
3. Advise on sustainability of the delivered items over the near, medium and long-term period (both in reference to its current use and the quality of the equipment);
4. Identify the impact of the delivered items on LAF operational and the integration of the goods within the LAF;
5. Assessment of the use of the delivered items considering gender, cultural and social aspects;
6. Carry out data collection and analysis in order to:

• Provide an overview of the outputs” Procurement of LAF Wet-Weather Clothing”;
• Provide an overview of the impact of the delivered items on the project immediate outcome;
• Provide an overview of the impact of the delivered items on the project intermediate outcome.

1. Prepare an evaluation report that describes the evaluation and puts forward the evaluator’s findings, recommendations and lessons learnt.

• Submit the preliminary evaluation within two weeks after signing the contract
• Submit the Final evaluation report within four weeks after signing the contract

This assessment will be complemented by an in-depth qualitative research incorporation with the support of LAF focal points through individual interviews and/or focal group discussions.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Education/Experience/Language requirements

a. Education

• Masters’ degree in Business Administration and/or Project/ Programme Management, Humanitarian Assistance, Development Policy/ Planning, Social Sciences or a relevant field with demonstrated progressive and relevant project management and evaluation experience. A Bachelor Degree in one the above-mentioned fields combined with 2 additional years of relevant experience may be accepted in lieu of the Masters’ degree.

b. Work Experience

• At least 2 years of projects evaluation experience, and participation in complex evaluation of humanitarian/development related projects/ programmes.
• Experience in project management and result based management and reporting is required.
• Experience of working in an international NGO, UN agency or other international technical cooperation agency is highly desired
• Experience in producing evidence-based evaluation reports is required;
• Demonstrated experience in application of innovative technologies in projects evaluation and tracking is highly desirable.

c. Language

• Fluency in English and Arabic
