JOB PURPOSE

RB (Regional Bureaus) Cairo Supply Chain is responsible for purchasing a variety of foodstuffs for delivery to the countries in the region. As a Procurement Officer for Food, the candidate will be responsible for tendering and contracting within a public-procurement framework in support of both emergencies and ongoing operations. The officer is expected to manage relationships with vendors, request units at the country level, provide reports for management, and perform these duties in a professional and ethical manner.

We are looking for an enthusiastic Procurement Officer to collect, analyze and report on information to maximize the efficiency of supply chain operations and activities and help in developing different procurement strategies. this post requires a willingness to travel, including travel to emergency locations.

DELIVERABLES

1. Delivering requested food within the contractual period and per WFP specifications. 2. Maintain and update short lists of suppliers to ensure WFP is able competitively source various commodities from different countries 3. Evaluate and recommend procurement actions based upon costs, timelines, and market considerations to management while advocating the best interests of WFP

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support procurement programs and operational activities, (e.g., issue tenders, evaluate offers and negotiate/award contracts), following standard processes and contributing to successful procurement of food and non-food commodities or services. 2. Contribute to the analysis of data to provide recommendations for process improvement. 3. Collate data and contribute to the preparation of accurate and timely reports of procurement activities, to contribute to a WFP (World Food Programme) wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization. 4. Support auditing of procurement activities by collating the necessary information for recommendations to be responded to appropriately to ensure conformity with compliance rules. 5. Work in close collaboration with internal counterparts to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs. 6. Support training of WFP staff to take a strategic and proactive approach to the procurement of food and non-food commodities and services, for example designing and reviewing training materials. 7. Guide and supervise a limited number of more junior staff, acting as a point of referral and supporting them with simple analysis and queries. 8. Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy food and needed resources to affected areas at the onset of the crisis. 9. Act in an assigned emergency response capacity as required to meet emergency food assistance needs. 10. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

• Advanced University Degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting, or another relevant field with an additional 5 years of relevant work experience • First University Degree with an additional 8 years of relevant work experience

Experience:

  • Handle Routine Transactions/Purchase of Commodities/Goods/Services
  • Developing timelines and cost reports for suppliers
  • Experience coordinating procurement process with other units/teams

Knowledge & Skills:

  • Seeks information from requesting units, suppliers, and other stakeholders to perform duties in a transparent and correct way
  • Maintains an informed and professional demeanor with internal as well as external partners and stakeholders
  • Familiar with food quality standards and requirements for international delivery by ship and truck, through ports and cross border
  • Familiar with performing public-procurement actions and the necessary steps and methods to maintain ethical standards
  • Supervisory and Leadership skills are preferred

Language:

• Fluency Level C in English Language and Arabic • Intermediate Knowledge of another second, official UN (United Nations) Language (desirable)
