This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

[Between February 22-25 in 2019, Typhoon Wutip crossed directly over Chuuk State and increased in strength as it continued across Yap State in the Federated States of Micronesia (FSM). Most of the affected area is in the outer islands of Chuuk and Yap. As the United States Agency for International Development’s (USAID) implementing partner, the International Organization for Migration (IOM) Country Office (CO) in Federated States of Micronesia will support the local governments with relief & reconstruction of public facilities and housing reconstruction.

The UN Volunteer will be assigned to the sub office of Chuuk to provide procurement support for the sub office.

This position will be responsible to provide the needed procurement support for the sub office of Chuuk, Federated States of Micronesia. The successful candidate will be required to super the Procurement Officer in the day-to-day procurement and Logistics support in the sub office]

Under the direct supervision of Procurement Officer in Chuuk , the UN Volunteer will undertake the following tasks:

  1. [Ensure local procurement procedures are in place and followed in accordance with the IOM’s procurement policy and other related regulations and procedures.
  2. Provide support, advice and assistance in procurement of goods/services for the Mis-sion. Provision on the best option in local and international markets and optimize pur-chasing power.
  3. Undertake the day-to-day operation of the following services: a. Receive Purchase Request Form (PRF) and ensure that all necessary infor-mation concerning specifications, justifications, WBS and expected delivery dates are correct b. Identify potential vendor and issues Request for Quotations (RFQ) c. Assist with the evaluation and comparison of the quotations on Bid Analyses Sheet (BAS); and recommend to the relevant requester. Award orders to the selected vendors who can meet the specification at their best offer d. Prepare Purchase Order (PO) inclusive necessary information on asset codes, specifications, quantity, prices, delivery dates, payments and vendor contact details e. In coordination with Logistics Assistant, receive and inspect goods/services according to PO specifications and that all goods are in good condition; and assist onward delivery to final destination as required; f. Ensure all related supporting document are complete and verified g. Prepare Payment Request. Submit and follow up with finance h. Obtain approvals as required by the matrix i. Properly record and the file receiving reports and inform the Procurement Of-ficer so that it can be processed in PRISM. j. Make copies of procurement and logistics documents properly labelled and filed.

  4. Follow up purchase orders status and keep requester informed of estimated time of de-livery or any changes that may affect or modify the pre-determined delivery condition.

  5. Ensure that warehouse material database is regularly updated based on the actual withdrawal and good receipt.

  6. Assist in performing the yearly physical inventory count of assets, as well as physical counts as may be required, in POM and field offices.

  7. Assist in performing physical inspection of assets for the purpose of identifying dam-ages and ensuring that equipment’s are still working during asset turnovers.

  8. Assist in follow through actions relevant to damage of assets and/or losses of assets.

  9. Strictly adhere to IOM’s policies and procedures including prevention of sexual exploi-tation and abuse and promotion of a respectful work environment.

  10. Undertake work related travel at the request and approval of the COM.

  11. Other duties as assigned and needed to support the program objectives

Procurement, Administration, Inventory and Stock Management

The UN Volunteer will be based in Chuuk, one of the four states of the Federated States of Micronesia. The project in the sub office is majorly on reconstruction especially in the outer islands of Chuuk; and the UN Volunteer may be required to make travels to these outer islands as may be required.
Chuuk is a non-family duty station and there are limited housing facilities available, hence the need to be reminded of less fanciful accommodation for the UN Volunteer incoming.
