Job Description

Job Title: Primary Health Manager Duty station: Dnipro

Key working relationships: Position Reports to: Health Coordinator Position directly manages: MMU staff Internal collaborations within IRC: Health Managers, Protection Managers, Senior MHPSS Officers, WPE Managers, CP Managers

Job Overview/Summary: The Health Manager will support the implementation of the IRC’s health programs in Dnipro and Odessa oblast to ensure the delivery of high-quality primary healthcare services. (S)He will be responsible for programmatic, operational, financial, and staffing aspects for the health team, as well as representation with key actors in the field including the Ministry of Health, UN agencies and other NGOs. He/She works closely with other department managers in streamlining health activities. The Manager helps assure that the delivery of high quality, cost efficient, culturally sensitive services comply with all Ministry of Health policies and procedures. In addition, Primary Health Manager will take the lead in the implementation of the clinical guidelines, developing Standard Operating Procedures (SOPs) and referral pathways to higher more specialized health facilities or secondary healthcare. Under the direct supervision of the Health Coordinator, Primary Health Manager will also coordinate with Technical Advisor and as necessary.

RESPONSIBILITIES: Oversee the implementation of quality emergency Health Programs and operations and ensure that program goals, objectives, targets and activities are met, as stated in the donor agreed project work plans and log frames. Participates in preparing program work plans in coordination with the Health Coordinator and other team co-workers Ensure that the health programming is implemented in line with the IRC principles: promoting and protecting rights, participation, capacity building, partnership and holistic programming.

Conduct regular monitoring visits to the various project sites, ensuring that projects utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health and WHO. Identify technical quality and/or other implementation issues, and provide solutions and follow-up to ensure projects are on track to meet goals and are consistent with established best practices.

Assess unmet needs in the health sector and make recommendations for how IRC can better address identified unmet needs, contributing to the IRC’s health strategy. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. Work closely with other IRC programs present in the same location, such as Women’s Protection and Empowerment, Integrated Community Case Management and nutrition, and integrate program components to the extent possible. Directly supervise the following staff MMU manager ensuring regular performance reviews. Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.

Grant Management and Reporting Work with the health coordinator to develop work, spending and procurement plans for all projects. Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements. Support development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.

Coordination & Representation Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.

Monitoring and Evaluation Actively participates and ensure all required donor reports are completed on time and to a high standard. Oversee the collection and timely reporting of program data and indicators for all health programs in line with IRC’s guidelines and according to internal and donor requirements, ensuring timely collection and entry of program data.

Conduct monthly program data analysis with health staff to discuss progress on grant indicators, disease trends, define action points for how to stay on track with grant requirements, and follow up with those points Work with the M&E team to produce and analyze all weekly, monthly, or quarterly reports and ensure timely submission of all such reports.

Other Duties Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment. Other duties as assigned by the supervisor to enable and develop IRC programs.

JOB REQUIREMENTS

Health professional with strong primary health/public health care background and strong management experience. Preferred 2 years of international experience in implementing and managing NGO health programs, preferably in complex humanitarian and/or emergency settings. Previous experience supervising and managing a multi-disciplinary team Experience in capacity building and mentoring of staff

Experience in grant management and proposal writing

Good computer skills in programs such as: MS Word, Excel, Powerpoint Must be a team player with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, compassion and diplomacy. Ability to be innovative, flexible, and adaptive. Good command in English required.
