OBJECTIVES OF THE PROGRAMME

The Division of the Regional Director (RDD) provides the visionary leadership and, together with BOS, supports the Country Offices and all the other Divisions inthe efficient delivery of the EPW through agile transformation and implementing WHO Value Charter. RDD has the overall responsibility for the planning, execution and evaluation of WHO programmes at the regional and country levelsand in strengthening the alignment and joint work across the three levels ofthe organization. It is the safeguard of the WHO Values Charter. It encompasses the enabling functions of resource mobilization and alliances, external relations and communications, and support to governing bodies of the EuropeanRegion, in addition to organization development, staff development and learning, and transformation. It also specifically includes the representative function of WHOwith the institutions of the European Union., the EURO Ombudsman who reports directly and independently to the Regional Director, and the committee on staff health and wellbeing. The Communications, Identity and Publications (COM) unit will support the Regional Director and the work of the Regional Office by strategically leading, coordinating and overseeing the communications activities within the Regional Office and by generating visibility for RD's public interventions. It will be responsible for the planning and coordination of all communications, media relations and publications, for capacity building in communications across the office, forguiding and coordinating the divisional and Country Office communications work, for internal communications (in collaboration with RDO organization development), EPW branding and identity, for liaising and contributing to risk communications, and for providing strategic communications advice to senior management, EURO Divisions, Country Offices, GDOs, networks and partners oncommunication issues. The Unit also ensures the implementation of the communication strategy and its implementation and monitoring. As part of providing and maintaining the various communications platforms, it will responsible for the development, functioning and sustainability of the EURO web site, the EURO intranet and various social media channels.

DESCRIPTION OF DUTIES

To ensure quality and effectiveness of EURO's press and media relations,to maximize the impact and visibility of WHO/Europe in the Member States of the European Region. This includes developing and delivering media elements of corporate communications strategies and policy development.

Key duties: Ensures quality and effectiveness of EURO's press and media relations, acting as liaison to regional and international media; Prepares/writes press documents and other diverse range of information products in support of the WHO/EURO objectives; Creates and manages a network of contacts and conducts liaison work with broadcast and printed media, counterparts in governmental agencies,international institutions and other partner organizations, including the EURO's Network of National Technical Focal Points for Communications; In consultation with RDD colleagues, identifies media opportunities. Coordinates closely on message development and interviews with media team members across the Regional Office; Develops corporate regional media campaigns for corporate events, including Regional Committees, high-level meetings, EURO corporate events and launches of corporate publications; In consultation with RDD colleagues, researches and prepares media activities for RD's country visits, interviews and press conferences; Responds to media inquiries and maintains media contact list and deals with misinformation or misinterpretation by the media; advises and supports WHO Country Offices in this area; provides immediate media communication assistance in case of outbreaks and emergencies, when required. Conducts media coverage monitoring on regular basis. Arranges and facilitate press conferences, media briefings and interviews. Devises a long-term media strategy for the Regional Office, and supports media strategy for Country Offices, in consultation with the Communications Manager and Country Office communications staff.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Master's level) in public relations, journalism,political sciences, communication or related discipline. Desirable: Additional university degree in any of the above fields.

Experience

Essential: At least 7 years of national and international professionalexperience in communication, public or international relations, with special focus in the field of media relations at the international level. Desirable: Relevant experience within WHO, the United Nations or other international organizations.

Skills

Demonstrated knowledge ofthe technicalities involved in the area (communications; media relations,etc.).Demonstratedknowledge of the political situation in EURO Member States. In depth knowledgeand understanding of UN, intergovernmental and interagency systems.Emotional awareness: Ability to identify andharness one's emotions and apply them to tasks; and the ability to manageemotions, which includes both regulating one's own emotions when necessary andhelping others to do the same.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3786 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
