Work Location Home based

Expected duration 8 months

Duties and Responsibilities BACKGROUND Although LAC counts on a water supply per inhabitant four times higher than the world average, it is heterogeneously distributed and when approaching the matter at basin level it is seen that there are extremely high levels of water stress in several main cities and productive areas. What has been happening for three to four decades is a growing contamination of water bodies, overexploitation of water and growing conflicts over use. In addition, climate change has already doubled the frequency of floods and droughts in the region and projections indicate that it will continue to increase the variability in hydrological flows. Also, in the last two decades there have been losses of fresh water, permanent snow and glaciers, the above in some cases putting at risk the availability of drinking water in cities that depend on them. In this sense, and in the framework of the 2023 United Nations Water Conference, and with the aim of contributing to the acceleration of the achievement of SDG 6 in LAC, as well as achieving the proposed sustainable and inclusive water transition necessary for this purpose, the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) is taking various actions for its realization. The Expert Group on Regional Level Coordination (EG-RLC) was established by UN-Water at the 30th Meeting of UN-Water (Rome, 2019). The Expert Group aims to provide a platform for discussing and pursuing regional-level coordination and collaboration on cross-cutting issues being addressed by UN Water. In doing so, it aims to provide a regular mechanism for the exchange of regional information, knowledge and experience and the coordination of regional-level activities on water, sanitation and water-related issues that are being jointly pursued by UN-Water Members and Partners. It also aims to provide an avenue through which UN-Water can interact with regional-level collaborative arrangements established by the United Nations Secretariat. On the other hand, the event “Regional Dialogue on Water” is organized annually as a platform for dialogue to encourage the exchange of regional knowledge and experiences to accelerate the achievement of Sustainable Development Goal No. 6 and a sustainable and inclusive water transition in Latin America and the Caribbean. In the beginning of 2023 the third regional event will be hosted in Santiago, Chile. ACTIVITIES Under the supervision of the Water Officer of the Natural Resources Division (NRD), the consultant will develop the following activities: A. Support the preparation of materials (such as PowePoint Presentations, agendas and activity reports) for the Regional Expert Groups and Regional Dialogues for Water 2023, including sub-regional discussions. B. Consolidate a regional database from the platform Global Water Intelligence, that includes a variety of relevant water information, for the elaboration of various ongoing projects, meetings and seminars. C. Contact the potential regional stakeholders and countries counterparts to identify synergies between their lines of work and the precepts of the 2030 Agenda, particularly SDG 6 (water and sanitation) related work. With a specific focus on Caribbean countries. D. Dissemination and follow-up of activities and products on the International Decade for Action "Water for Sustainable Development" (2018-2028) for the countries of Latin America and the Caribbean in the website of Natural Resources Division of ECLAC. E. Dissemination of information at the regional, subregional, and national levels.
