What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

The Resource Mobilization Division (REM) manages the institutional relationship between ICRC and its various donors. A new ICRC Resource Mobilization Strategy 2020 – 2030 has been validated in December 2020 and the budget to launch the related transformation program called “SIP” (Resource Mobilization Strategy’s Implementation Plan) has been approved in March 2021. It aims to guide fundraising efforts at the ICRC by establishing five strategic orientations that seek to address challenges identified today and prepare fundraising at the ICRC to be fit for purpose in the future.

In this context, a large number of projects will start in the coming months which require additional workforce in order not to overload existing REM teams. The overall SIP Program will be organized in 5 key pillars : 1 ICRC as a Fundraising Organization, 2 REM Transformation, 3 Strategic Movement Fundraising, 4 New approaches and Innovation, 5 Enabling architecture.

Each pillar will be lead by Program / Projects managers in charge of ensuring the delivery of their projects and will be supported by a team of Business Analysts dedicated to specific topics.

Purpose

REM Program Manager role is intended to strengthen the ability of REM to plan, prioritize and monitor properly its projects and portfolio (covering all projects/ program/initiatives) as well as defining a clear roadmap which makes sure that ICRC can deliver and achieve the Resource Mobilization Strategy. The position holder will have three main responsibilities:

REM Project Portfolio management:

The person will manage REM’s project Portfolio which mainly will encompass projects aiming to implement the Resource Mobilization Strategy. This includes to create a clear roadmap of the projects with the right prioritization and sequencing.

SIP overall Program management:

The person will manage the SIP projects within one global transformation program. This entails leading a a multidisciplinary team of project / program managers to ensure successful delivery SIP within the constraints of scope, quality, time and budget.

Program / Project / Change management support:

The person will ensure the programs/projects managers use the same program/project, business analyst and change approach and methodology.

Accountabilities & Functional responsibilities

REM Project Portfolio management:

  • Works together with REM CHF on division’s vision and strategic projects prioritization criteria / approach definition, to ensure that it achieves its strategic objectives.
  • Works on REM ideation process, capture department ideas generation (initiatives / projects), analyze the list of project proposal. Actively review projects expected benefits & KPI, to ensure they enable to deliver department portfolio expected benefits.
  • Acts as a single point of contact to review capacity & capability to deliver projects, ensure optimal use of REM resources, maintaining a prioritized REM project Roadmap.
  • Manages & control Portfolio changes, continuously optimize the portfolio to make sure that the right program/projects are done in the right sequence taken into account dependencies, risks, constraints.
  • Monitors that project portfolio delivers expected outcomes, benefits and address potential variances / issues.
  • Helps ensuring proper hand-over of project output to Business at project closure.
  • Reports to senior stakeholders on REM portfolio performance & progress, ensure proper internal / external communication on REM Portfolio.

Resource Mobilization Strategy’s Implementation Plan:

  • Breaks down the Resource Mobilization Strategy in programs/projects, prioritizes and sequences them in order to optimize the workload/resources and minimize the change impacts for REM.
  • Sets up and leads the transformation program within REM (planning, dependencies, budget, status reports, escalating risk/issue mgt, tollgate, etc).
  • Coordinates the different projects and workstreams of the SIP (project management, change management, organization/process/data/system design and implementation).
  • Ensures that the design of organizational structure/ processes/ data/ system are fit for purpose and approved by REM_CHF.
  • Leads program/project teams and coordinates workshops/steering committees.
  • Manages escalations and key stakeholders.
  • Manages the communication inside / outside the project.

Support REM Project / Program / Change management:

  • Coaches REM Project Managers, to ensure that project and change management practices are in place and implemented. Reinforces projects/programs accountability on budget, benefits realization, change management, risk and resources capacity management.
  • Supports REM Change Advisor to have an holistic view of the global change plans, stakeholder mapping and business impact assessment for the portfolio.
  • Supports REM Change Advisor on change deliverables (stakeholder mapping, business impact assessment, change management strategy, communication plans, trainings, etc).
  • Oversees the management of REM projects and initiatives, including ensuring Steering committee capability to deliver required support.
  • Ensures Projects/Programs are following ICRC Project management Framework, ICRC Change management methodologies and ICRC compliance requirements when applicable.
  • Supports identifying projects interdependencies and scope overlap, to avoid silo work and enable project portfolio optimization. When relevant, ensures alignment across and coordination between Steering Committees.
  • Implements new ways of working and makes sure that they are well embeded in the organization.

People management responsibilities

  • Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision.
  • Makes sure that deadlines for the PMD cycle are met.
  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members.
  • Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information.
  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed.
  • Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year.
  • Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities.

Relationships

  • Internally interacts with REM CHF, Heads of Units, SIP Program / Project managers and enablers.
  • Externally interacts with all departments’ counterparts (RES Portfolio managers, Program Managers, PMO, Change Advisors…) & SIP stakeholders (RES, FAD, COM, OPS, DP_POL…).

General Duties

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
  • Understands and adheres to the ICRC Code of Conduct.
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement.
  • Respects and observes staff regulations and security rules at all times.
  • Represents the ICRC in a professional manner at all times.
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

Certifications / Education required

  • Master degree in Public / General Business / Administration / Project Management.
  • Fluent in English and French. Other languages an asset.
  • Computer proficiency: Microsoft office skills (especially Power Point and Excel).

Professional Experience required

  • 15+ years working experience in managing highly strategic programs/projects (certification in program/project management is strongly valued).
  • 3 years working experience in portfolio management (strongly valued).
  • Strong knowledge about change management (if possible certificed in PROSCI).
  • Strong knowledge about organisation/process design and improvement.
  • Strong knowledge about business processes in the area fundraising, sales, marketing, finance.
  • Experience in managing big cross functional and cross cultural teams.
  • Excellent communication and collaboration skills.
