Org. Setting and Reporting This post is located in the Electoral Assistance Division (EAD) of the Department of Political and Peacebuilding Affairs (DPPA), at Headquarters. EAD supports the United Nations system-wide Focal Point for electoral assistance, the Under Secretary-General for Political and Peacebuilding Affairs, in this role. To this end EAD exercises key functions to ensure coordination, coherence and consistency with a broad array of UN entities working to provide United Nations electoral assistance in the field. The Division reviews Member States requests for assistance, develops and disseminates UN electoral policy and maintains UN electoral institutional memory; develops and maintains a roster of international electoral experts, provides support to UN electoral components and projects in the field and maintains contact with regional and other intergovernmental organizations. The Division is composed of three teams whose work focus on Country Support, Policy and Institutional Memory and Strategic Partnership. The teams work under the authority of the Director and Deputy Director. This post is located in the Country Support Team of EAD and the incumbent will be under the direct supervision of the Senior Political Affairs Officer/Team Leader of Country Support Team.

Responsibilities Within delegated authority and under the direct supervision of the Team Leader, the Political Affairs Officer (Elections) will be responsible for the following duties: •Reviews and monitors electoral related matters and activities in Syria and the wider MENA region; assesses trends which might affect the political situation and the organisation of electoral processes; recommends solutions/possible actions by the United Nations as relates to electoral and political processes. Analyses political and electoral events in assigned area with a view to provide early warning advice to the EAD Director, ASG/USG, and other senior UN officials including the Special Envoy for Syria and his Office. •Prepares analytical reports on electoral matters of concern for relevant UN entities; drafts notes, background papers, talking points and other correspondence for senior UN officials as required. •Liaises regularly with counterparts in the Department of Political and Peacebuilding Affairs, especially the Middle East Division of DDPA, the Office of the Special Envoy for Syria, UNDP, and other departments, agencies and programmes of the UN System. Ensures up-to-date information regarding substantive electoral/political matters in Syria and the wider MENA region and makes recommendations on actions to take (such as advice on electoral issues). •Provides backstopping support to relevant field offices including the Office of the Special Envoy-Syria. •Participates in policy discussions regarding electoral matters and democratisation. •Makes contact with other international organizations and governments on coordination and policy matters with regards to electoral issues in Syria and the MENA region; briefs representatives and provides, as appropriate suggestions and recommendations. •Carries out, in consultation with supervisors, administrative functions relating to the staffing, planning and budgeting for any possible future electoral mission; facilitates staff recruitment for the electoral component of any mission. •If requested, be willing to travel to Syria and the Middle East. •Performs other related duties, including other countries outside the region, as required.

Leads or deputizes various electoral missions. Oversees electoral activities being carried out in the field by the UN System.

Uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) degree in electoral assistance, political science, international relations, law, public administration, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in electoral assistance, political science, international relations, law or related area. Experience of working with a national electoral management body providing technical advice is required Headquarters experience working with the UN or similar organisation in supporting the administration and delivery of post-conflict elections is desirable Experience in working in the Middle East or North Africa is desirable. Experience in mission start-ups desirable.

Languages Fluency in English (both oral and written) is required; knowledge of Arabic is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
