Org. Setting and Reporting This position is located in the Guidance and Learning Unit (GLU) within the Policy and Mediation Division (PMD) of the Department of Political and Peacebuilding Affairs (DPPA). The incumbent will report to the Team Leader of the Guidance and Learning Unit and to the Chief of Policy Planning and Guidance.

GLU is responsible for the development and maintenance of the Departmental strategy and system for guidance material, lessons learning and training. The Unit is also responsible for policy issues related to Special Political Missions.

Responsibilities Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

  • Reviews and analyses key policy and strategic developments and emerging peace and security trends related to conflict prevention.
  • Develops guidance material for the Department in priority gap areas and in this context, gathers, selects and analyses information contained in communications and publications received from different sources.
  • Assists in managing training programmes;
  • Maintains up-to-date knowledge of policy issues relating to Special Political Missions, in particular integration issues;
  • Participates in assessment, planning and other missions to countries within assigned area of responsibility;
  • Keeps abreast of latest trends and developments in the areas of guidance development and training, and provides inputs on these issues to senior officials and colleagues in missions and elsewhere in the Secretariat;
  • Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters;
  • Monitors actions taken by intergovernmental groups, UN organizations, government and non-governmental organizations;
  • Performs other related duties as required.

PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master's degree or equivalent degree) in political science, international relations, international economics, law, public administration or other related fields. A first-level university degree, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Experience in developing guidance and policy in the area of peace and security is required. Experience in developing and managing peace and security-related training programmes is desirable. Experience with the workings of Special Political Missions including mission assessment and planning is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is funded for a period of one year. Extension of the appointment is subject to satisfactory performance, extension of the mandate and/or the availability of the funds.
