Org. Setting and Reporting This position is located in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) in Bamako. Bamako is classified as an “D” hardship duty station and a non-family duty station. The incumbent reports to the Principal Political Affairs in Mediation.

Responsibilities Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

•Reviews and monitors activities in region assigned; assesses trends which might affect the political situation and the implementation of the peace agreement. •Organizes meetings of the peace agreement monitoring mechanisms. •Acts as focal point for collection and analyses of information on political issues of assignment. •Arranges and participates in negotiations, operations and fact-finding missions. •Provides up-to-date information to senior officials on the implementation of the peace agreement substantive political matters or regional issues and makes recommendations on actions to take. •Provide substantive and logistical support in the implementation of the Mission's mandate; Plans and implements the activities related to the work of Mediation Section; Ensures internal coordination, monitoring and planning of the work of the Section; Liaise and maintain close working relationship with officials of state institutions, political parties, UN system, civil society organizations, and religious actors; •Prepares briefing notes, talking points, analytical reports including situation reports, briefing notes and code cables; Provides continuous guidance and advice on policies, strategies and other measures to address issues with respect to the implementation of the Mission’s mandate. Responds to/prepares responses to comments, statements, and queries of parties and manages operations involving several components, including civilian, military and humanitarian operations. •Leads and directs a work team; plans and allocates work assignments; participates in recruitment and selection of new staff. Coordinates and oversees work of colleagues and section. •Carries out administrative functions relating to the staff planning and budget. •Performs other related duties as required.

•Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent degree) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in political science, international relations, conflict resolution or related area is required.

Experience in political outreach, facilitation, analysis, advice and reporting is required.

Experience in mediation, facilitation and support to the implementation of peace agreements is required.

Experience working on political and security issues west Africa and Sahel region is desirable.

Experience working for a large international organization is desirable.

Experience working in a peacekeeping operation, special political mission or any other field operation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required.
