Org. Setting and Reporting This position is located within the United Nations Assistance Mission for Iraq (UNAMI), Baghdad duty station. The Political Affairs Officer will report directly to the Senior Political Affairs Officer under the overall supervision of the Principal Political Affairs Officer of the Office of Political Affairs.

Responsibilities Within the delegated authority of the Director of the Office of Political Affairs in Baghdad and the direct supervision of a Senior Political Affairs Officer, the Political Affairs Officer will be responsible for performing the following duties:

Political Analysis and Advice - Identify, analyze and monitor key political developments, trends and emerging issues in Iraq, as well as emerging issues with respect to the implementation of UNAMI’s mandate. - Assess implications and make recommendations to senior management on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives including among others on using UNAMI’s good offices.

Reporting and Information Management - Prepare summary and analytical reports including, but not limited to, situation reports, briefing notes, options papers, code cables and input for the reports of the Secretary-General to the Security Council, General Assembly or other bodies. - Prepare and review contextual information materials, such as background notes, political profiles and databases of relevance to the assigned portfolio; Manage information to ensure its accessibility and utility. - Brief the Principal Political Affairs Officer and other unit staff on Iraq-focused developments.

Planning, Coordination and Facilitation - Develop and maintain collaborative relationships with mission components, UN Common System colleagues and counterparts, Government representatives, political leaders, civil society actors, military and law enforcement actors, academic and research institutions, and other national and international partners on information-sharing, policy and coordination matters. - Consult and cooperate with partners to develop strategies and plans of action to address political challenges, in pursuit of shared objectives; Monitor, evaluate and report on implementation. - Support preparations for official meetings, events and visits, including through the provision of Secretariat services and by drafting talking points and speeches for senior UN officials; Participate in fact-finding –and other- missions; Prepare written summaries of meetings/visits and assist with follow-up activities, as appropriate.

Management/Administration - Contribute to the formulation and implementation of the unit’s programme of work. - Support planning and budgetary processes for the unit. - Supervise, mentor, and evaluate staff; assist with the selection of new staff. - Perform other relevant duties as required.

Planning and Organizing - Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.

Managing Performance: Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.

Education Advanced university degree (Master's degree or equivalent) in political science, international relations, social sciences, law, public administration, or a related field. A first level university degree with a relevant combination of academic qualifications and two additional years’ experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in political affairs, diplomacy, conflict resolution, development, disarmament or related area is required. Experience in political outreach, economic and social development analysis, facilitation, advice, coordination, project management, analysis and reporting is required. Proven Experience in drafting high quality documents as well as UN documents such as speeches, political briefings, talking points, political analysis, code cables, SG reports and briefing notes is required. Experience in electoral/political dynamics, including the Council of Representative is required. Experience in supervisory and management skills is required. Experience in the Middle East and/or Iraq highly desirable. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) - or similar international organization or non-governmental organization- in a conflict or post-conflict setting is highly desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Special Notice This job opening is advertised to fill a temporarily vacant position during the absence of the regular incumbent for an initial period of six (6) month, and may be subject to further extension. The regular incumbent is entitled to return to this position at the expiry of the temporary vacancy period. If the regular incumbent exercises the right to return, the appointment or temporary assignment or promotion of the candidate selected for this job opening will not be renewed or extended.

The selection process for this job opening will be conducted pursuant to ST/AI/2010/3 on the “Staff Selection System” and include the compliance review process by a review body described in staff rule 4.15. In case of selection, a staff member of the United Nations Secretariat who meets the definition of “internal candidate” in staff rule 4.10 will be placed on a temporary assignment if he or she holds the same grade as the job opening; and a temporary promotion if he or she holds a lower grade than the job opening. If the regular incumbent vacates the position during such temporary assignment or promotion, the selected staff member will be laterally assigned, promoted or transferred to the position without further selection process under ST/AI/2010/3.
