Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has been working in Lebanon since 2015 to address the economic and social needs of refugees and host communities in close cooperation with the Government of Lebanon. In mid-2017 UN Women brought UN partners together under one umbrella to support the Government of Lebanon to develop its first NAP on UNSCR 1325. UN Women served as the General Secretariat for a United Nations advisory board for the development and operationalization of a NAP on UNSCR 1325 and lead all coordination and communication efforts between UN agencies and national machineries including the National Commission for Lebanese Women (NCLW). The Lebanon NAP 1325 was endorsed by the Government of Lebanon in September 2019. It complements a number of national strategies on violent extremism and violence against women and will serve as a key policy instrument to drive forward national action on women, peace and security (WPS). In times of economic crisis and social tensions, compounded by the COVID-19 pandemic, the NAP 1325 remains a relevant framework for action and as a costed document, it will help ensure government accountability to the WPS agenda and will drive women’s engagement in national decision-making, conflict resolution, and economic relief and recovery.

Reporting to the Head of Office, the Policy Specialist on Women, Peace and Security, will oversee the development of women, peace and security programmes, provide capacity building to the Lebanon Office, establish and strengthen partnerships, and develop relevant knowledge products on women, peace and security

Duties and Responsibilities

Oversee the development of programmes on Women, Peace and Security (WPS)

  • Oversee the development of Lebanon programme on Women, Peace and Security;
  • Provide technical inputs to programme proposals from country office;
  • Review and provide feedback to project/ programme strategies and documents, workplans, case studies and related knowledge products and publications, as needed;
  • Draft policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions.

Provide technical support to national institutions and Lebanon Office on WPS

  • Provide substantive technical and policy support to national institutions and partners in developing and strengthening projects/ programmes to support the implementation of the Lebanon National Action Plan on UNSCR 1325.
  • Provide technical support and advice to programme teams on Women, Peace and Security including on transitional justice, conflict prevention and peacebuilding, access to justice and other gender equality and women’s empowerment interventions.
  • Manage programme quality control and identification of potential challenges.
  • Review donor reports on an as needed basis.

Establish and strengthen strategic partnerships with stakeholders, regional/ international actors and development partners

  • Build and maintain alliances and strategic partnerships for the advancement of Women, Peace and Security;
  • Build and maintain close liaisons with relevant donors and other actors supporting efforts towards WPS;
  • Produce periodic updates and briefs on country development situation to be used by stakeholders, CO and HQ;

Manage the resource mobilization strategy for WPS in Lebanon

  • Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on WPS in Lebanon;
  • Research and analyze information on donors; prepare substantive briefs on possible areas of cooperation.
  • Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop relevant partnerships.

Manage knowledge building efforts on WPS

  • Identify and disseminate lessons learnt and good practices in collaboration with country offices;
  • Research and develop analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on Women, Peace and Security;
  • Identify promising practices, technical expertise, and strategic opportunities in Women, Peace and Security;
  • Work closely with and provide advice to regional/ national bodies and interagency groups that influence national policies related to WPS and where necessary represent UN Women;

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in gender studies, human rights, international relations or other social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years progressively responsible experience in designing and managing programmes and advocating for gender equality, ideally with some experience in developing countries;
  • Experience in programme, policy analysis, and strategic planning;
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field;
  • Experience working with the UN is an asset;
  • Experience working in the Middle East North Africa region an asset.

Language Requirements:

  • Fluency in English and Arabic is required;
  • Knowledge of the other UN official working language is an asset;
