Org. Setting and Reporting The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. ANB’s work programme is distributed within Air Navigation Capacity and Efficiency (AN), Aviation Safety (SAF) and Monitoring and Oversight (MO). SAF and AN are responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), as well as producing yearly safety and air navigation status reports. These areas within the Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material.

MO manages the Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA) that monitors Member States and those Regional Safety Oversight Organizations (RSOOs) that have delegated functions. The USOAP CMA plans audits and validations that determine the safety oversight and accident/incident investigation capabilities of Member States, and assess their maturity in implementing a State safety programme (SSP). MO is also responsible for reporting on audit findings and for determining the impact on aviation safety arising from the lack of effective implementation of the critical elements of a safety oversight system.

The Safety and Air Navigation Oversight Audit Section (OAS) within MO is responsible for the operation of the USOAP CMA. OAS identifies safety deficiencies in Member States by conducting various USOAP activities. OAS is the technical contributor to the assessment of associated safety risks for the planning and scoping of USOAP CMA activities, and to the development of strategies for the continuous improvement and evolution of the programme. As per USOAP CMA MOU, OAS carries out activities in English, and French or Spanish.

The incumbent works independently in the development, coordination and implementation of policy that leads the continuous evolution of the USOAP CMA. The outcome sought is the continuous improvement and further evolution of the programme to ensure its relevance, independence and global acceptance. S/he will serve as liaison and build synergies with ICAO partners to continue enhancing the efficiency and effectiveness of the programme while maintaining its independence. The incumbent will also be responsible of the audit area of primary aviation legislation and specific operating regulations (LEG), and other legal aspects within other audit and assessment areas of the USOAP CMA. The incumbent participates in the preparation, conduct, reporting, review and analysis of USOAP CMA activities. Strategic direction and guidance will be provided by DD/MO and C/OAS, respectively.

Responsibilities Function 1 (incl. Expected results) Leads the development of policy to continue evolving the USOAP CMA, achieving results such as: - Develop, coordinate and implement strategies to keep the policy of the programme current, ensuring its relevance and global acceptance. - Plan and implement projects aimed at evolving the USOAP CMA, in particular the establishment and operation of mechanisms designed to evolve the programme and the quantification resources to realize recommendations generated (i.e. GEUSR and USOAP-AG). - Lead the preparation for and reporting of the USOAP CMA operation and policy updates as well as the planning of the scheduling of related working papers for governing bodies consideration, including the Assembly, High-level conferences, the Council and the Air Navigation Commission. - Ensure consistency of methodologies, processes and tools with standing policy.

Function 2 (incl. Expected results) Leads the development and implementation of a partner engagement strategy and serves as the focal point for USOAP CMA legal arrangements, under the guidance of DD/MO, achieving results such as: - Develop and implement a partner engagement strategy to foster the evolution of the USOAP CMA and the sharing of information. - Create and foster partnerships with States, stakeholders and industry in support of the USOAP CMA’s partner engagement strategy. - Monitor strategies, developments, activities and results of relevant stakeholder or industry audit programmes (i.e. FAA-International Aviation Safety Assessments and the EC Aviation Safety List mechanisms) to propose improvements to the USOAP CMA. - Enable consultations and establish regular communication with relevant stakeholder or industry audit programmes to identify synergies to reduce duplications and redundancies. - Identify the need, develop or amend, coordinate the conclusion, and monitor the implementation of legal arrangements with Member States and relevant RSOOs such as the MoU addressing USOAP CMA and MoUs on the sharing of safety information.

Function 3 (incl. Expected results) Provides specialized technical advice to Member States, ANB Sections, ICAO Bureaus and ICAO Offices and USOAP qualified experts as assigned, and serves as focal point for assigned ICAO processes, achieving results such as: - Serve as the focal point for the Monitoring and Assistance Review Board (MARB). - Liaise with other ANB Sections, ICAO Bureaus and Offices and coordinates with LEB legal aspects related to USOAP CMA. - Liaise with LEB in order to progress the Committee on Cooperation with External Parties (CCEP)’s review of legal agreements related to the USOAP CMA. - Represent ICAO in international and regional USOAP CMA activities: meetings, conferences, symposia and other related events. - Coordinate and respond to queries from Member States, ICAO Regional Offices, ANB Sections and other ICAO Bureaus on USOAP-related matters, specifically on policy and legal aspects of the programme.

Function 4 (incl. Expected results) Develops and maintains USOAP CMA tools in relation to LEG and contributes to the technical development of the programme under the supervision of C/OAS, achieving results such as: - Ensure all LEG protocol questions (PQ) are maintained up to date to keep pace with the latest Annex amendments and associated guidance material. - Provide training to team members and team leaders on the conduct of USOAP activities in the area of LEG. - Maintain and update the Computer-based Training (CBT) as appropriate, in the area of LEG. - Contribute to the technical development, update and implementation of methodologies, processes and tools of the USOAP CMA.

Function 5 (incl. Expected results) Participates in USOAP CMA activities as well as ensures effective and timely reporting of results, under the supervision of C/OAS, achieving results such as: - Plan, prepare for, and participate in, USOAP CMA audits and validations to determine States’ capacity for safety oversight by verifying compliance with the Convention on International Civil Aviation or national regulations, conformance with ICAO Standards and adherence to ICAO Recommended Practices and procedures and good aviation safety practices. - Plan, prepare for, and participate in, SSP implementation assessments to determine States’ maturity in implementing SSPs. - Contribute to quality control on audit and validation reports and related documentation in the area of LEG to ensure consistency and adherence to the established report preparation standards and requirements. - Conduct analyses of USOAP CMA activities’ findings and corrective action plans in the area of LEG submitted by States to enable ICAO, States and international organizations to prioritize actions to resolve safety issues.

Education A first-level university degree in law with a specialization in air law, or in a related field is required. A technical qualification in aviation such as an Airline Transport Pilot License, Air Traffic Control License, or Airframe and Power Plant Technician Certification with related experience may be accepted in lieu of the first-level university degree.

An advanced level university degree in law with a specialisation in air law, or in a related field is desirable.

Work Experience - A minimum of ten (10) years of experience working in an international aviation organization, civil aviation authority or similar aviation-related organization is required.

• Experience in the development of international aviation safety standards or national safety regulations is required.

• Extensive experience in the development and conclusion of legal agreements on exchange and sharing of information matters as well as in progressing initiatives to realize these objectives is required.

• Experience as a USOAP auditor is desirable.

  Languages - Fluent reading, writing and speaking abilities in English is required.

  • Fluent reading, writing and speaking abilities in Spanish or French is required.
  • A working knowledge of any other language of the Organization (Arabic, Chinese, or Russian) is desirable.

  Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Remuneration: Level P-4 Rate- Net Base Salary per annum + Post Adjustment (net) per annum(*) USD $75,602 + USD $36,894 (*) Post Adjustment is subject to change.
