Background

UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Mainstreaming gender in governance, peace and security; supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

UN Women is committed to ensuring equality between women and men as partners and beneficiaries of humanitarian action. Our work in humanitarian action is guided by global norms and standards. Since 2013, collaboration between UN Women and OCHA has facilitated a process for strengthening gender focus in humanitarian action in the oPt. The collaboration between UN Women and OCHA was solidified in 2015 with the formulation of the first two-year joint action plan for mainstreaming gender in humanitarian action in the oPt. The plan was followed by another joint action plan “Strengthened Gender Focus in Humanitarian Action” (2018-2020). Currently, UN Women is undertaking consultations to develop the new joint action plan. While efforts are ongoing to implement the plan, UN Women is also implementing different humanitarian interventions in the West bank and Gaza to support women’s protection from gender-based violence (GBV) and access to quality multi-sectoral services.

UN Women in Palestine has worked in partnership with key national partners to further the Women, Peace and Security commitments (WPS) in Palestine. UN Women’s programmes on WPS are guided by a series of commitments to women’s rights. These include UN Security Council Resolution 1325, and nine subsequent UN Security Council Resolutions—1820, 1888, 1889, 1960, 2106, 2122 and 2242, 2467 (2019), and 2493 (2019). In 2022, UN Women continues to implement its programme “Advancing the Women, Peace and Security Agenda in Palestine” which builds on the achievements and lessons learned of the first phase- and is informed by the key priorities of Palestine second National Action Plan on UNSCR 1325 and the recommendations of the 2021 Open Day/high level dialogue on WPS.

Duties and Responsibilities

Against this backdrop and under the overall guidance of UN Women Special Representative and the direct supervision of the UN Women Programme Management Specialist, UN Women in Palestine is seeking to bring on board a Policy Analyst - Women, Peace, Security and Humanitarian Action (WPS/HA) (Consultant) to work towards achieving the following tasks and deliverables:

Contribute to the development of programme strategies on Women, Peace and Security (WPS) and Humanitarian Action (HA)

  • Substantively contribute to the development of programme strategies on WPS and HA;
  • Provide technical inputs to programme proposals on WPS and HA;
  • Review and provide feedback to workplans, case studies and reports, as needed;
  • Draft policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic recommendations.

Lead technical support to national and international actors on WPS and HA

  • Build and maintain alliances and strategic partnerships for the advancement of women’s leadership in peace, security and humanitarian action;
  • Provide substantive technical and policy support to national actors and partners in developing and strengthening projects/ programmes to support the implementation of the Palestine National Action Plan on UNSCR 1325.
  • Provide technical support and advice to programme teams on WPS and HA including on gender responsive humanitarian action, conflict prevention, formal and local peacebuilding, and other gender equality and women’s empowerment interventions.

Strengthen coordination with stakeholders, regional/ international actors on WPS and HA

  • Represent UN Women in coordination meetings/fora on WPS and HA as needed;
  • Provide regular inputs to the Special coordinator team on gender and WPS trends and updates;
  • Maintain close liaisons with relevant national international actors supporting efforts towards WPS and HA including UN sister agencies and INGOs;
  • Provide substantive inputs on WPS and HA to coordination related plans and policy documents;

Contribute to knowledge building efforts on WPS and HA

  • Develop and disseminate lessons learnt and good practices in collaboration with UN Women’s partners;
  • Lead the organization of high-level advocacy events taking place inside and outside Palestine to mark WPS and HA key occasions and events;
  • Research and develop analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on WPS and HA;
  • Identify promising practices, technical expertise, and strategic opportunities in WPS and HA;
  • Carry out other tasks as required by supervisor.

Deliverables:

  • The consultant is expected to work full-time. After the selection process, the consultant and the Programme Management Specialist will formulate and agree on a Workplan for the assignment outlining key deliverables (March 2022).
  • The consultant will submit to the Programme Management Specialist monthly update reports with key outlined deliverables as agreed in the workplan (10 monthly reports covering between March-December2022).

Required Skills and Experience

Education

Master’s Degree in International Relations, Political Studies, Gender Studies, or related fields

Experience

At least three years of experience at the national or international level in gender equality, WPS, HA or other related fields.

At least two years of experience working in a humanitarian setting;

At least two years of experience in programme and policy analysis in the field of gender equality, WPS and HA;

Experience working within the United Nations System in Palestine/or with UN Women is highly desirable.

Language Requirements

Fluency in English is required

Working knowledge of another official UN language is an asset.

Evaluation Criteria

This SSA modality is governed by UN Women General Terms and Conditions. UN Women will only be able to respond to applicants who meet the minimum requirements.

Evaluation of applicants:

Candidates will be evaluated based on the applicants’ qualifications mentioned above and the results of the exam and the interview. A contract will be awarded to the individual consultant who scores the highest score out of 100. Below conditions of passing scores:

Passing score of qualification evaluation is at least 42/60 to qualify for the technical exam;

Passing score of technical exam is at least 14/20 to qualify for the interview.

Passing score of interview is at least 14/20 to qualify for the overall evaluation consideration.

Financial Evaluation:

UN Women will make a predetermined financial rate offer to the selected candidate in line with the qualifications expected from the selected candidate and the costs of living at the duty station. The consultant will work on a full-time basis and will be paid on a monthly basis.
