OBJECTIVES OF THE PROGRAMME

The objective of the Strategic Health Operations Departmentis to ensure the establishment of strong emergency management system at all three levels of the Organization (based on incident management), implementationof operations and services according to agreed standards, and availability of astrong logistics and operational support capacity. The Department prioritizessupport to the most vulnerable and low capacity countries.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, and working as neededwith the decentralized teams, the incumbent is assigned all or part of the following responsibilities:

- Work as part of a multi-disciplinary decentralized technical and operational team, engaging with member states and partners, to develop GPW13 output strategies, budgets and plans, including clear articulation of results chains (impact/ outcomes/ outputs/activities), partner roles and responsibilities, costs and resource requirements, performance monitoring frameworks, governance mechanisms and operational modalities.

- Support the assessment and analysis of public health needs and gaps togetherwith country, regional and global programmes teams to form a firm basis for strategy and planning in order to formulate, implement, monitor and evaluate GPW13 output strategies.

- Develop resource strategies, track funding and implementation capacity gaps and engage partners to ensure programmes are fully resourced.

- Ensure that grant and implementing partner agreements are established in a timely manner, regularly monitored and reported in compliance with agreements and procedures.

- Develop operations plans (including budgets, staff and activity workplans) in compliance with global strategic priorities and corporate programming/planning instructions.

- Oversee distribution and allocation of resources to workplans, track and monitor funding and implementation and review expenditure.

- Establish systems to monitor technical implementation against strategies and workplans, including monitoring and evaluation frameworks, developing and disseminating progress reports and conducting regular performance reviews.

- Conduct lessons learning and evaluation exercises to improve the planning, implementation and monitoring as well as ensuring compliance with rules and regulations and providing support and take corrective action where required.

- Develop policies, guidelines, systems and frameworks for programme management and contribute to the identification, training and mentoring of programme management capacity across all levels of the organization.

- Perform other related responsibilities, including replacing and/or backstopping.

REQUIRED QUALIFICATIONS

Education

Essential:

  • First level university degree in health, international development, epidemiology, public health or a relatedfield.

Experience

Essential:

  • At least five years of experience, some of which gained in an international context, in one of those areas of work: strategy development, programme implementation, grant management and /or monitoring and evaluation including at country / regional level.

Desirable:

  • Experience or knowledge of epidemiology in the context of public health or outbreaks; experience in WHO or UN, UN Agencies.
  • Experience of working with UN cluster system for emergency response.
  • Experience of Incident Management Systems with WHO or other UN agency working at sub national, national or regional level(s).

Skills

  • Demonstrated knowledge of strategy, planning and budgeting, grant management and / or monitoring and evaluation and related information systems used in public health emergency response of outbreak investigation and control.
  • Excellent organizational and analytical skills combined with ability to multi-task and produce accurate results under pressure.
  • Ability to write and synthesize information in a clear and concise manner.
  • Excellent interpersonal skills, including respecting and promoting individual and cultural differences.
  • Tact, diplomacy and courtesy.
  • High level of judgment and initiative.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4519 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
