OBJECTIVES OF THE PROGRAMME

The Programme Planning Coordination (PPC) unit under the Director, Programme Management of WHO Regional Office for South-East Asia Region has the following objectives:

1. Under the areas of WHO policy, programme development and management (PPDM), the PPC unit is responsible to collaborate with all concerned from WHO Regional Office and Country Offices and Member States for improvement of the process and capacity in policy and programme development and management, strategic planning, programme budgeting, Operational planning including workplan preparation, monitoring and reporting, programme assessments and related information systems;

2. Support the organization of meetings related to Sub-Committee on Policy and Programme Development and Management (SPPDM) and supporting the work of the Government - WHO Country Coordination mechanisms for planning and managing the WHO Collaborative programmes;

3. Financial and Technical Monitoring of the workplans and collaborative work of the Region; and

4. Organizing Independent evaluations of the impact and effectiveness of WHO programmes in its Member States.

DESCRIPTION OF DUTIES

Under the supervision of Director, Programme Management (DPM), incumbent will carry out the following duties:

1. Provide leadership and advice to Regional and Country Offices as well as Member States on WHO managerial processes and programme formulation in the context of General Programme of Work and Programme Budgets including work plans, performance monitoring and programme evaluation and supervise overall developments;

2. Develop guidelines, manuals and programmatic instructions to ensure the quality of work plans for all areas of work in Regional Office and countries;

3. Lead and integrate Regional inputs to the global development process and the General Programme of Work Budgeting by ensuring the inclusion of region-specific topics and budget proposals for Governing Bodies and the WHO secretariat; provide orientation briefing to staff on General Programme of Work, Programme Budget process and advise senior management and Member States on programme budget and programme management issues and related implications;

4. Serve as Member/Secretary of the Regional Office Advisory Committee on Policy and Programmes and plan annual schedule of meetings, organize meeting and follow-up the implementation of recommendations;

5. Review and analyse resolutions/decisions the governing bodies for their regional programme budget and programme management implications and monitor Regional Committee resolutions for implementation by relevant units;

6. Lead the organization of independent evaluations of the impact and effectiveness of WHO programmes;

7. Provide leadership, coordination and advise to the development, analysis and implementation of Country Cooperation Strategies for all WHO Country Offices and create synergy between the programme budget and Country Cooperation Strategies; and

8. Manage and supervise the staff and operations of the unit.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced University degree in Public Health/Social sciences/Business Administration/Finance or Public administration or related fields from a recognized university. Desirable: Degree in medicine or other health-related sciences with post-graduate degree in public health; training in public health administration and/or public health planning and management.

Experience

Essential: At least 10 years of relevant experience including considerable experience obtained in an international context in public health administration, planning, managing public health programmes and/or technical cooperation activities. Desirable: Experience in WHO with sound knowledge of policies, rules and regulations.

Skills

Comprehensive knowledge of WHO policies, mandate, mission and goals.

Sound knowledge of public health issues. Proven technical and managerial competence in the areas of planning, coordination and evaluation of health development programmes. Sound analytical skills. Ability to lead and motivate staff from different backgrounds and to maintain excellent working relationships with officials at all levels in a multicultural environment.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2439 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
