Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within delegated authority and under the direct supervision of the UNMISS Head Pharmacist and guidance of the Chief Medical Officer (CMO), the incumbent is responsible for:

  • Develop, updates and implements a mission list for drugs and medical consumables, based on generic drugs produced according to the World Health Organization (WHO) standards;
  • Maintain a system for ongoing inspections of drug safety in all mission medical facilities;
  • Advise the medical staff about the restricted and non-restricted available antibiotic in response to the recommended treatments for the patients;
  • Offering day-to-day advice on pharmaceutical issues;
  • Advising the medical administrator/requisitioner on the specification of drugs to be requisitioned;
  • Update to CMO as per request on the medical assets status and Key Perfomance Indicator’s (KPI’s) compliance on periodic basis;
  • Update Doctors and Nursing staff on the drugs formulary list and antibiotics drugs recommended by WHO guidelines to provide basic and emergency treatments for the Patients on periodic basis;
  • Advise the medical doctors in the specification of drugs to be requisitioned, and for offering a prudent scale of issue for the planning of re-supply;
  • Identifiy and determine efficiently and punctually in the pharmacy requisitions in regard of the drugs, laboratory reagents, medical consumables and other miscellaneous supplies;
  • Coordinate with the procurement and supply sections for following up the approved requisitions, technical evaluations, and Purchase orders related to the medical warehouse/Pharmacy Unit;
  • Manager Orders, receives, storages, and distributes pharmaceutical medications to satisfy UNMISS clinics needs in an efficient manner;
  • Contribute to the facilitation of an unimpeded supply of drugs, medical consumables, vaccines, condoms (male and female) and blood in the mission;
  • Monitor the consumption of drugs, laboratory reagents, medical and surgical consumables at the various Level-I Clinics in the Mission area;
  • Assist the health team in the treatment and side effect monitoring;
  • Dispensing valid prescriptions and medical supplies to patients of Juba Level-I Clinic;
  • Responsible for the expiry drugs and preparation of the list of expiry drugs for write-off items; (Determines and prepares the expired items (drugs and consumables) to be incinerated and disposed upon the UN rules and medical waste policy in Medical Section); Drugs with shorter expiry date are exchanged and documented;
  • Provide a Write off request Stock Checking for obsolete and outdated Materials and pharmaceutical products. Accounting for the applicable medical supplies and equipment according to recommended guidelines;
  • Participate in logistics operations pertaining to the management of expired supplies and re-distribution of medical supplies within the Mission area;
  • Performs other related duties as required.

Medico-administrative Duties

  • Prepare UN budget submission for the Pharmacy Unit of the Medical Section on a yearly basis; manages organizational budget allotments and/or monitoring consumption of maintenance supplies; liaison with Budget Section in relation to the calculation of the yearly medical budget, production of yearly Performance Report, follow-up on budgetary issues (transfer of funds between cost centers, transfer of funds between budget lines as needed, etc) and provision of input to ACABQ;
  • Liaise with Procurement Section. Follow-up on calls for tender, requests for technical evaluation of prospective vendors, liquidation of outstanding obligations, issuance of change orders, etc.; liaises with Finance Section. Follow-up on effectiveness of payment to vendors and issuance of service certifications as required. Requests for liquidation of outstanding obligations;
  • Liaise with the Host Government Ministry of Health for issuance of the relevant Authorization Letter / Documents for import of drugs and other medical supplies.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

  • Registered Professional Pharmacist with a University degree in Pharmaceutical Sciences from an accredited University (B.Sc. Pharmacy);
    • Master's degree in a relevant health-related field (e.g. Public Health, Pharmaceutical Sciences, Health economics) or equivalent is an advantage.

Required experience:

36 Months

Experience remark:

  • Minimum of three years progressively responsible experience in pharmacy practice, including experience in pharmaceutical logistics and supply chain management;
  • Warehousing experience desirable.

Language skills:

  • English(Mandatory), Level - Fluent

Area of expertise:

Pharmacy and medical supply

Area of expertise details:

  • Solid computer skills, including full proficiency in various MS Office applications (Excel, Word); other IT applications and office technology equipment;
  • Hands-on experience in support of peacekeeping or a related field mission including knowledge and understanding of the relevant UN administrative policies and procedures is highly desirable.
