What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

Within the Executive Office of the Director General, the Planning, Monitoring and Evaluation (PME) Sector has the overall responsibility for setting the strategic direction and leading the performance and accountability (P&A) agenda. As such, it manages and coordinates the institution’s planning, monitoring, accountability and learning efforts.

Its work is geared towards operationalizing results-based management at all organizational levels through the design, implementation and management of ICRC’s field performance measurement system, the strengthening of institutional performance and the provision of guidance and support to managers on performance management issues.

The Department seeks to influence and support P&A approaches and good practice within ICRC and among partners.

The Performance & Accountability Adviser establishes the ICRC's institutional requirements in terms of results-based management and supports departments, divisions and individual managers in integrating this form of management into their practice.

  • Head of planning and monitoring

Main duties and responsibilities

  • Takes the lead in determining institutional results-based management standards and promotes their implementation.
  • Follows external developments related to performance management and advises ICRC staff on their relevance to the organization.
  • Identify important performance or accountability-related issues to the ICRC requiring focused intervention; Support the EODG office in anticipating and managing internal performance and accountability demands.
  • Defines the business requirements to ensure the institutional planning and monitoring system is fully adequate to ICRC’s and donors’ needs
  • Serves as the focal point for results-based management in the annual planning/budgeting exercise (Planning for Results), helping develop and update related processes, methodologies and procedures and providing overall guidance to staff.
  • Coaches departments and delegations on issues related to planning and monitoring, and monitors the use of results-based management methodologies across the organization. Develop, update, and facilitate training modules accordingly.
  • Serves as the focal point for streamlining and harmonizing training initiatives around program management and results-based management.

Relationships

  • Internally, interacts with department and division leadership and their teams, and field-based managers/coordinators.
  • Externally, interacts with peers in other organizations.

Education required

  • Advanced university degree.
  • Specialized training in performance management is an asset.
  • Fluent command of English
  • French is an asset
  • Computer proficiency: use of BI system highly appreciated

Experience required

  • Typically 10-12 years' overall professional experience.
  • 5–7 years' professional experience in the field of performance management, with a particular focus on planning, monitoring and evaluation methodologies.
  • Proven hands-on experience in designing, implementing and managing results-based management systems at the institutional level.
  • Experience coordinating complex initiatives with multiple stakeholders.
  • Field experience with the ICRC or International Red Cross and Red Crescent Movement an asset.
