Duties and Responsibilities THE ORGANIZATIONAL SETTING Under the overall direction of the Office of the Secretary General (OSG), the Strategic Planning, Coordination and Partnerships (SPCP) office coordinates high-level and cross-cutting strategies and priorities among the different Bureaux and Offices, including the Regional Offices, of the Organization. In particular, the SPCP office is responsible for the development and maintenance of the ICAO Business Plan, the ICAO Triennial Operating Plan, the Corporate Performance Management Framework, the Corporate Key Performance Indicators and the Risk Registry, which form the basis for resource allocation and assist the Secretary General to monitor its accountability and performance with respect to the implementation of initiatives. The SPCP office has also the responsibility to facilitate the development of, monitoring and reporting on cross-organizational partnerships as well as to leverage such strategic partnerships in air transport systems’ enhancements for Member States. Furthermore, SPCP coordinates the implementation of the ICAO Gender Equality Programme, in consultation with ADB and other Bureaus/Offices at HQ and Regional Offices. It liaises with UN Women and other UN entities on the United Nations System Wide Action Plan (UNSWAP) on Gender Equality, including on ICAO’s contributions towards the UNSWAP. On innovation in aviation, the SPCP office also coordinates and supports knowledge sharing across the organization on this matter and identifies opportunities to advance innovative approaches in aviation.

The staff will report to the Head, Strategic Planning, Coordination and Partnerships (H/SPCP) on the implementation of major duties and responsibilities in partnerships and advocacy opportunities for aviation, coordination of interactions with the United Nations bodies, advancing gender equality in aviation, including the organization of the 2nd Global Aviation Gender Summit in 2023 as well as the roll out of the Gender Equality Programme and monitoring thereof and any other tasks s/he might be asked to perform to support the implementation of the workplan.

MAJOR DUTIES AND RESPONSIBILITIES Under the guidance of H/SPCP, the consultant will perform the following: 1. Seek and coordinate opportunities to support ICAO’s contribution towards the United Nations 2030 Agenda for Sustainable Development, achieving results such as: - Generate and/or coordinate research, analysis and information that demonstrates the links between ICAO’s Strategic Objectives and the UN Sustainable Development Goals. - Conduct mapping exercises on the contributions made towards the attainment of the 2030 Agenda and related mechanisms through the implementation of all Strategic Objectives (i.e. SDG indicators, UNDG). - Analyse States’ challenges and priorities and prepare briefing tools advocating aviation as an enabler of sustainable development that is recognized and prioritized as such by member States in their national development plans. - Conduct analysis and prepare report of how aviation is reflected in the Voluntary National Reviews, which States present on a yearly basis at the United Nations High Level Political Forum (HLPF) for Sustainable Development. - Advise on activities to be included in the Operating Plan related to the strategic positioning of aviation in United Nations global initiatives and forums and coordinate implementation thereof. - Initiate and coordinate outreach activities and develop supporting materials to enhance visibility of international civil aviation in strategically chosen UN meetings, summits, conferences, including proposing agenda topics, identifying participants, preparation of documents and presentations. - Leads on identification of opportunities to expand existing and/or new partnerships initiatives with UN and other stakeholders focused on aviation in support of sustainable development (e.g Aviation Partnerships for Sustainable Development (APSD) initiative 2.0). - Contribute to the preparation of various SPCP written outputs, including working papers, briefing notes, input to reports and studies, and publications. - Provide inputs to UN Joint Inspection Unit (JIU) questionnaires and evaluations, external audit reports, and internal evaluation and audit reports, including the high level review of ICAO’s Contribution to Sustainable Development Goals (SDGs) conducted by the Office of Internal Oversight (OIO).

2. Facilitate participation and coordinated inputs of the Organization in preparation for the United Nations Chief Executive Board and Subsidiary bodies as well as other high level meetings of the UN executives - Review the Agendas and Papers for the United Nations Chief Executive Board (CEB) and Subsidiary Bodies Meetings and solicit inputs for Briefing Notes from all relevant Bureaus and Offices. Provide guidance to the Bureaus and Offices on the nature and scope of materials required for the CEB Meetings. - Prepare Briefing Notes for the Secretary General’s participation in the twice annual United Nations CEB Meetings in coordination with relevant Bureaus and Offices. - Prepare Briefing Notes for Senior Management participants for the High Level Committee on Programmes (HLCP) and High Level Committee on Management (HLCM) meetings in coordination with relevant Bureaus and Offices. - Prepare briefing notes and speaking points for the Secretary General’s side meetings with the executive heads of United Nations entities participating in CEB Meetings in coordination with relevant Bureaus and Offices; - Support H/SPCP in “Sherpa” meetings in preparation for the CEB Meetings. - Keep abreast of developments within the UN System, CEB, HLCP and HLCM and advise Senior Management accordingly. - Facilitate preparations for participation of the Secretary General, when invited, in relevant high level meeting of the executive Heads of the UN system entities including the Senior Management Group and Senior Management Group Plus meetings held by the Executive Office of the UN Secretary General.

3. Advise on implementation of ICAO Partnerships Framework Guidance and manage the ICAO Partnership Platform as the organizational repository of ICAO’s partnerships and collaborative relationships, achieving results such as: - Complete the data entry to ICAO Partnership Platform to cover all available arrangements between ICAO and partners. - Once the initial data entry finished, liaise with ICAO Bureaus and Office focal points and coordinate input to populate the database, providing a help-desk function as required. - In close collaboration with LEB and bureaus, assess ways to enhance efficiency in partnerships management, and consequently negotiates with senior management the updating of the framework guidance and portal. - Maintain up-to-date the network of Partnership focal points throughout the Organization. - Lead and coordinate submission of reports on partnership activities for management and the governing bodies, including regular reports to CCEP on partnerships exempt from their review, as well as analysis of information contained in the database as needed. - Advise on and spearhead the development of an updated ICAO Policy on Interactions with External Parties in line with the request of the Council, and taking into consideration existing UN guidelines and best practices. - Perform a quality assurance function on the database to ensure integrity and consistency of inputs and reliability of reporting functions. - Ensure that relevant partnership framework documentation and guidance material is kept up-to-date and accessible on the Platform. - Support the design and negotiation of large/complex partnership proposals, joint strategies and/or agreements in line with corporate norms, processes and regulations. - Manage internally to support coherent partner engagement across the organization. - Support the submissions of agreements to the Committee on Cooperation with External Parties (CCEP) as required. - Under the guidance of H/SPCP, prepare presentations and papers to present to the governing bodies and other forums as needed. - Review implementation progress of any existing or new partnership agreements formalized with partners and provide support on ongoing activities related to cross-cutting partnerships. - Provide expert advice to H/SPCP on partnership matters as needed.

4. Enable strategic outreach and network activities to happen aiming at promoting the benefits of sustainable air transport development so that No Country is Left Behind and aviation is acknowledged as an enabler of the Sustainable Development Goals (SDGs), achieving results such as: - In consultation with ICAO Bureaus and Offices identify strategic opportunities and coordinate roll-out of outreach activities to profile ICAO as the partner of choice on matters related to aviation and position aviation within the broader development agenda as an essential catalyst for sustainable socio economic progress, including promoting the benefits of aviation with partners, stakeholders and the public at large. - Support corporate dialogue with partners, proactively highlight strategic opportunities and issues to senior management and present recommendations on best course of action to nurture trust and interest in the work of ICAO. - Work with bureaus as needed to drive the positioning with partners on ICAO’s corporate value proposition around specific Strategic Objectives using tailored content and language that speaks to individual partner audiences and align with on-going policy dialogue in national and global fora. - Advise on content to be included in the SPCP intranet and internet sites and develop inputs accordingly, set the agenda and prepare power point presentations for regular brown bags profiling the added value of SPCP to Bureaus and Offices, undertake outreach activities and coordinate with the Communication Office advocacy efforts in support of aviation - using traditional media, social media and at meetings with member States and other partners particularly in the context of the No Country Left Behind (NCLB) initiative. - Draft speeches, power points, agendas, briefings and reports for partnership and networking events (i.e. High-level Political Forum). - Contribute to the successful execution of side events on aviation during high-level conferences and forums.

5. Advise the ICAO gender and diversity focal point with the implementation of and reporting on the organization’s accountabilities towards the UNSWAP, ICAO Council and Assembly, achieving results such as: - Facilitate coordination of the implementation, and follow-up, of the agreed action plan for the ICAO Gender Equality Programme, in consultation with ADB and other Bureaus/Offices at HQ and Regional Offices. - Lead on the development of progress reports for presentation to senior management, the Full Senior Management Group (FSMG), the Committee on Governance, the Council, and the Assembly. - Develop speaking Notes and briefing papers on gender for the Secretary General. - Support the coordination of the review of ICAO HRM policy documents and other regulatory and programme documents, and, where required, make recommendations on enhancements to incorporate gender perspectives. - Manage the implementation, monitoring and reporting on the UN System-Wide Action Plan (UN-SWAP) on gender equality and gender mainstreaming, respond to Survey/Questionnaires (e.g. UN Women/UN -SWAP) and provide input to queries from UN. - Generate background information to support the focal point in providing advice and guidance on gender and diversity to managers, staff at large and other stakeholders. - Establish and coordinate targeted outreach campaigns, partnerships, agreements and related efforts to enhance gender representation. Maintain a list of online resources for targeted gender outreach initiatives. - Organize annual theme, communication, promotional material, and event to celebrate International Women’s Day. - Approach other organizations that support gender equality in STEM with a view to collaborating on projects of common interest and/or to contribute funding for development projects for women in aviation. - Conduct research and benchmarking on gender and diversity policies and practices within the UN Common System, Member States, and aviation industry partners and stakeholders. - Maintain Gender Equality Programme intranet site and Bureau/Office Gender Focal Points. - Support the focal point in proposing and coordinating training activities and interventions related to gender mainstreaming. - Contribute to development of official documentation, presentations and speeches.

6. Organize the 2nd Global Aviation Gender Summit (Madrid, Spain), achieving results such as:

  • In close collaboration with the appropriate bureaus in ICAO and partners, coordinate and follow up on the collection of aviation gender equality statistics, as highlighted at the 1st Global Aviation Gender Summit, including the analysis of a gap analysis regarding missing data across the aviation sector to inform policy makers and drive actions on gender related policies and programmes in aviation. Advise on focus of the Summit’s programmatic concept note, develop its content and consult with the 2nd Global Aviation Gender Summit’s organizing committee.
  • Research the latest data on gender in close collaboration with appropriate Bureaus and stakeholders and ensure data informs the agenda setting and messaging.
  • Facilitate and coordinate logistical and organizational requirements for the Aviation Global Gender Summit and all side events/activities.
  • Liaise with ICAO offices/bureaus and stakeholders for inputs on the Summit’s agenda as well the organization and implementation of side events and activities.
  • Coordinate with appropriate Bureaus and Offices on the development of a Global Gender Summit Communique.
  • Regularly liaise with and update ICAO offices/bureaus and Stakeholders on the latest developments and status of progress against the Summit’s activities.
  • Maintain Aviation Global Gender Summit website and other social media/publicity tools to ensure that the information is up to date, which may include building new tools/pages.
  • Provide necessary support for laying the groundwork to facilitate follow up on outcomes of the 2nd Aviation Global Gender Summit.

7. Performs any other related duties, as assigned.

Qualifications/special skills Education: An advanced level university degree (Master’s Degree or academic equivalent), preferably in business or public administration, law, economics, development studies, international relations, marketing or a related field, is required.

Professional Experience: - At least seven years of experience working for a government authority, international organization and/or private sector dealing with international civil aviation is required. - Experience in partnership development as well as leveraging external partnerships in a national or international setting related to civil aviation is required. - Experience in project management in a multinational context, requiring complex coordination with diverse stakeholders (governments, the UN system, financial institutions, private sector, etc.) is required. - Excellent writing skills to facilitate partnerships documents, including agreements, policies, project proposals and promotional material is required. - Experience in civil aviation is desirable. - Experience in conducting research on gender analysis and gender mainstreaming is desirable. - Skills with research and analysis is desirable. - Familiarity with the United Nations system is desirable.

    Additional Information It should be noted that this consultancy is for a period of 11 months with a possibility of renewal depending on availability of funding. Also, please note that this consultancy is positioned in the Band C category for which the daily rate varies between CAD 402 and CAD 578.
