Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future, and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces.

Job Overview/Summary: Within the Programs and Awards Management Unit, the partnership management team, led by the Partnership Coordinator, is responsible for all aspects of the partnership management lifecycle. This includes the contractual and process elements of partnerships, such as partner selection, due diligence, risk management, monitoring and reporting processes, and capacity sharing with partners, in line with the IRC’s Partnership Excellence for Equality and Results System (PEERS). The partnership management team is also responsible for working with other departments to ensure that our approach to our partners is in line with the IRC’s guiding partnership principles of equality, complementarity, mutuality, solidarity, results-orientation, and humility. The Partnership Coordinator is responsible for the line management of the Senior Partnerships Managers.

Major Responsibilities:

Strategy and Program Approach - Develop and lead the implementation of IRC Thailand’s partnership strategy including, but not limited to identifying partners engagement approaches and providing recommendation for partner selection processes. - Proactively engage partners in program development efforts.

Promote Effective Partnerships - Promote and apply the IRC’s Partnership Excellence for Equality and Results System (PEERS). Contribute to building a strong understanding of PEERS throughout the Thailand office, and ensure that IRC’s partnership principles, skills and approaches are applied by staff across programs and projects with partners. - Facilitate systematic partner feedback on IRC’s management of the partnership relationship, including the documentation of, and response to partner feedback. - Establish and manage the Partnership Working Group (co-responsible for delivering the functions of the PWG), including referral of issues to Senior Management Team as appropriate.

Partnership Management - Regularly liaise and coordinate with other staff members in the Programs and Awards Management Unit and the senior management team on partnership management, implementation, and fulfilling donor requests. - Assist in ensuring that program design (and Go/ No Go submissions) is consistent with the SAP partnership strategy; contribute relevant proposal content and ensure appropriate budget resourcing for partner projects and support. - Coordinate and co-lead Partner Background Review (Vetting) processes, including completion of the report for approval. - In coordination with the technical coordinators, proactively engage partners on program development efforts. - In coordination with technical coordinator, M&E coordinator, M&E managers, and other staff members in the Programs and Awards Management Unit, ensure that partners’ project proposals fully align with IRC’s logical framework objectives and related activities, adding value to IRC’s work and overall strategy. - Coordinate and co-lead the Partnership Capacity Analysis (PCA) processes, including contributing to and facilitating the collaborative risk analysis and management. - Determine appropriate partnership agreement type and draft agreement, taking into account the due diligence outcomes and specific project and donor requirements, liaising with HQ for review and approval (and obtaining donor approvals as necessary). - Stay abreast of both IRC and partners’ program progress and developments to ensure informed judgement on any partner related issues. - Flag any partners compliance issues with the senior management team as early as possible to ensure timely mitigation. - Lead the partnership team to ensure the effectiveness of post-award management of all partnerships, in compliance with PEERS, including but not limited to: partners monitoring; alignment between programmatic results and expenditures; review procurement; distribution and warehousing procedures and practices where applicable; identify any significant concerns in adherence to processes and regulations; write monitoring reports. - Liaise with finance and technical teams to achieve timely funds transfers and proper financial follow up and support for partners; work with finance to address any challenges in payments and raise proposed disallowed costs to SMT. - Lead all meetings related to partnerships on a regular basis to discuss issues related with active partners and provide advice and guidance to program teams on partnership management policies as stipulated in PEERS. - Actively engage in and help drive IRC country program partnership initiatives, including participating in working groups and thematic meetings on partnership approaches and practices, and identifying opportunities for systems improvements. Work with other staff members in the Programs and Awards Management Unit to develop and expand IRC Thailand’s partner network to respond to new programming opportunities. - Co-lead the review of the performance of the partner, of the IRC (including on the basis of partner feedback), and of the partnership, including successes, challenges and lessons learned, fostering ongoing partnerships beyond the sub-award project cycle.

Partners Support and Capacity Building - Ensure all partners have collaboratively developed project support plans in place and that these are implemented in a timely and effective manner. - Identify and coordinate opportunities to support partners through Organizational Capacity Assessment processes, and the development of capacity strengthening plans based on those processes, liaising with technical teams in the field. Work with the M&E Coordinator and the M&E Managers to contribute to IRC’s role in the delivery of support and the monitoring of results. - Ensure IRC understands the capacity sharing priorities of its partners and identify opportunities for IRC to support partner capacity strengthening efforts. - In coordination with technical teams in the field, devise capacity sharing strategies/methods and collaborate with technical coordinators to integrate technical capacity sharing approaches with institutional strengthening support as appropriate that ultimately lead to partner self-sustainability beyond the project life cycle. - Promote and identify ways for continual learning between IRC staff and partners.

Partnership Management Team Oversight - Conduct performance management reviews of the Partnerships Manager(s) as required by IRC HR processes. - Promote a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. - Work to address any performance issues in a timely manner, devising corrective action plans where needed. - Ensure team member(s) have clearly delineated function, work tasks and responsibilities to enforce accountability and clarity in role. - Identify individual training needs and ensure access to training and professional development resources appropriate to their skill gaps/needs. - Promote professional development opportunities when they arise, including participation in external conferences and IRC Temporary Transfer Assignments (TTAs).

Qualifications

Job Requirements:

Education: Bachelor’s degree required, preferably in finance or similar

Work Experience: - 5+ years in the management sector, preferably within the non-profit environment. - 3 years experiences working with Thai and Myanmar community-based organizations (CBOs) preferred

Demonstrated Skills and Competencies: - Significant knowledge of donor rules and regulations as they apply to partnership management including the U.S. Government, EU and DFAT - Strong budget management skills - Strong interpersonal communication and presentation skills – able to communicate clearly and effectively, in both non-verbal and written communication, including able to understand and address barriers to effective communication - Ability to reach agreement to settle differences, achieving the best possible outcome while maintaining the relationship and avoiding argument and dispute - Ability to effectively manage a team and ability to coach and mentor partners - Ability to analyze and synthesize complex materials and documents and ability to examine data in order to develop an understanding and reach well-informed decisions - Ability to be flexible and work in a fast-paced environment under competing deadlines - Understanding of working in a multicultural environment - Computer proficient, with experience using Microsoft Word and Excel - Willingness to travel frequently to the field and meet with partners - Very good English language skills – both verbal and written; fluency in Thai is required

Working Environment: The position will be based in the IRC office in Bangkok, with extensive travel to field sites and refugee camps along the Thailand-Myanmar border.
