Background

Since 2 January 2020, the three levels of WHO (China Country Office, Regional Office for the Western Pacific and Headquarters) have been working together to respond to this outbreak of COVID-19. On 30 January 2020, WHO declared the outbreak a Public Health Emergency of International Concern (PHEIC). On 11 March 2020, WHO Director General characterized COVID-19 as a pandemic. As cases continue to be reported, ongoing preparedness and response efforts are required in the Region. To cope with the situation, the health emergencies team in the WHO Regional Office is being strengthened to provide technical assistance to Member States for preparedness and response efforts, including in the areas of epidemiology, clinical management and public health interventions. The COVID-19 response operations in the Region are expected to continue for the foreseeable future.

Summary of Assigned Duties

Under the overall supervision of the WPRO IMST Incident Manager and the Partner Coordination Pillar Lead, the consultant will provide technical and operational assistance to the COVID-19 response activities from the Regional Office.

Method(s) to carry out the activity

Under the supervision of the Partner Coordination Pillar Lead for IMST, the consultant will be responsible for delivering the following:

Output 1: Provide technical assistance to the COVID-19 IMST activities from the Regional Office under partner coordination.

  • Deliverable 1.1: Attend meeting relevant to the objectives of the pillar.
  • Deliverable 1.2: Support the pillar technical work and pillar leadership. Update technical guidance, submit weekly updates and ensure timely and accurate reporting of the pillar’s M&E indicators.
  • Deliverable 1.3: Develop presentations and communications products, including donor visibility products, the Monthly Operational Update, web stories and social media posts, to highlight WHO partner engagement and support to the COVID-19 response in the Region.
  • Deliverable 1.4: Any other duties assigned by the Incident Manager or Regional Emergencies Director.

Output 2: Support the GOARN TO in building partnerships to expand the Regional Network, with a particular focus on partners in LMICs, by facilitating the development of presentations and other materials for internal and external audiences and expanding advocacy efforts with technical units in the WPRO and CLOs

  • Deliverable 2.1: Support the TO in building partnerships to expand the Regional Network, with a particular focus on partners in LMICs, by facilitating the development of presentations and other materials for internal and external audiences and expanding advocacy efforts with technical units in the WPRO and CLOs
  • Deliverable 2.2: Support the organization and execution of GOARN capacity building and training program in the Region.
  • Deliverable 2.3: Support the development of GOARN Regional Action Plan aligned with the GOARN Strategy 2022 – 2026
  • Deliverable 2.4: Maintain GOARN database record system, assist with analysis and interpretation of deployment data for presentation and reporting and work with communications team to develop communications products, including social media posts, to highlight GOARN’s work with partners and increase the visibility of GOARN in the Region.
  • Deliverable 2.5: Development of a GOARN Operations Manual for the Region

Output 3: Submit progress reports at regular intervals and a final report at the end of the consultancy.

Specific requirements

Qualifications

  • Essential: First university degree in medicine, nursing or public health from an accredited/recognized institute.
  • Desirable: Post-graduate degree in public health, health management, social sciences or gender studies from an accredited/recognized institute.

Experience

At least five years of relevant experience in health management or health partnerships at state/national and/or international levels in planning, managing and monitoring technical programmes, protocol development and reporting, in a public health, or a humanitarian context.

Experience desired:

  • Second university degree in one of the above areas
  • Previous experience with WHO or other UN agencies

Skills and knowledge

  • Demonstrated track record with strong written communication skills including protocols, literature reviews, report writing, and publications.
  • Ability to work with minimal daily supervision and exercise sound judgment in organizing activities and meeting deadlines.
  • Experience in project management.
  • Adhere to and uphold the UN core values.

Language

  • Written and spoken fluency in English is essential.

  • Consultants shall perform the work as independent contractors in a personal capacity, and not as a representative of any entity or authority. The execution of the work under a consultant contract does not create an employer/employee relationship between WHO and the Consultant.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
  • The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster.
