Scope of Work

Climate change, environmental degradation, limited access to energy sources, and disasters directly threaten a child’s ability to survive, grow, and thrive. UNICEF’s strategy is to mainstream environment, climate change, and disaster risk reduction across levers of impact (advocacy/communications, programming, and internal sustainability) and in all of our goal areas. In the new Strategic Plan for UNICEF, climate change, energy, environment and disaster risk reduction encompasses both cross-cutting priorities (i.e., sectoral results that are spread across several Goal Areas) and a dedicated Result Area in the Strategic Plan.

UNICEF’s Regional Europe and Central Asia Office has developed a regional Strategy document outlining the evidence on climate change and its impact on children and youth in Europe and Central Asia and identified key strategic entry points.

UNICEF’s Regional Europe and Central Asia Office seeks a seasoned writer / storyteller to turn internal, complex, jargony technical information into clear, concise, and compelling language. We need a skilled storyteller who can craft our work on climate change and environment in a manner that solidifies abstract concepts and simplifies complex messages into inspiring, relatable, and engaging project descriptions.

The successful candidate will be contracted to develop:

Firstly, the successful candidate will be contracted to produce a regional Advocacy Strategy report for external use. The consultant will use available information developed by UNICEF. The work will entail contact with COs in ECA region for cross-checking and verification.

Secondly, the successful candidate will be contracted to produce 10 advocacy messages, powerpoint, and relevant advocacy materials.

Thirdly, the successful candidate will be contracted to produce a regional Advocacy on Environmental Health report for external use. The consultant will use available information developed by UNICEF. The work will entail contact with COs in ECA region for cross-checking and verification.

Purpose of the Activity/Assignment

To produce an advocacy strategy on UNICEF’s environment and climate change work in the Europe and Central Asia Regional Office (ECARO).

Individual Contractor's Work Place and Official Travel

The Individual Contractor will be remote/home-based.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate a daily fee based on 33 working days to undertake this assignment.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Communication, Journalism, Public Relations, Information or Telecommunications Technology or other relevant field.
  • A minimum of 5 years of professional experience in a relevant field.
  • Skilled wordsmith who can develop stories for external or internal audiences that work well across a variety of communication channels, and able to communicate technical complexity with ease and clarity.
  • A strong, proven track record of developing quality written content.
  • Experience in creating content plans.
  • Experience in developing advocacy materials and strategies.
  • Teamwork and inter-personal communication.
  • Fluency in English (written & verbal) is required.
  • Experience with UNICEF and Knowledge of the UN and UNICEF’s system's policies and procedures is an asset.
  • Experience with UNICEF visual identity is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
