The UNICEF Support Group for Staff with Special Needs Children, an independent, peer-led employee resource group (ERG) within UNICEF, was founded in 2016, with the following objectives:

  1. Advocate for the interests of UNICEF staff who have children with special needs/disabilities
  2. Provide a space to voice the concerns and experiences of UNICEF employees with special needs children including shared experiences, challenges, solutions in terms of managing care and professional responsibilities, access to different kind of therapies and services, rotation etc.
  3. Provide support to individual staff members – guidance on benefits and entitlements, dealing with procedures, rotation related questions etc.
  4. Provide feedback to DHR on policies and procedures affecting employees with special needs children;
  5. Help and act as peer support for one another – connecting colleagues in the same duty-stations and/or facing similar challenges etc.
  6. Act as a community and provide an organizing platform to convene employees with special needs children

How can you make a difference?

In 2021, the Support Group have received a small amount funding to design and implement a few activities in support of its member’s having easy access to information and guidance online (UNICEF sharepoint site + webinars with translation) and being able to make better informed decisions about services and facilitates at duty stations as part of rotation and mobility processes.

#1 A report encapsulating the challenges and obstacles faced by staff with children with disabilities in respect of dealing with UN Medical Services, obtaining benefits and entitlements, UNICEF HR policies, staff rotation policies and Medical Insurance programmes. The Task will include:

  • Desk review of prior analysis done and recommendations made to UNICEF;
  • A survey of Support Group members;
  • Compiling an overview of challenges and obstacles faced
  • Recommendations for improvement

#2 Design and compile an inventory of child disability services and facilities available at UNICEF duty stations (one per CO) including mapping of schools (inclusion and specialized), therapies available, services, support groups (UN and others). The task will include:

  • Develop communication on the inventory to be shared with support groups members/HR colleagues in duty stations
  • Desk review of available inventories and resources from other organizations (e.g, USDOS);
  • Develop questions for Support Group Members and other resource persons to complement the inventory (in consultation with Group coordinators)
  • Compile the results in a table that can be easily updated
  • A summary report with tables and graphs (PPT)
  • A summary position paper outlining implications of results for staff members which can be used for advocacy/dialogue with DHR/GSA/GMT etc.

#3 Design and implement an internal SharePoint / Teams site and a communication and advocacy plan which aims to increase knowledge, positive attitude and foster greater sense of inclusion towards employees with children with disabilities in UNICEF. This includes the following:

  • Develop a Sharepoint site for UNICEF support group members with easy access to resources on Dependency Allowance, SOPs etc.
  • Draft platform content to be featured on the site including articles and produce photographic and video content, including stories, interviews or others focused on combat stigma/stereotypes by sharing affirmative and solution-oriented storytelling, featuring employees with dependents with disabilities.

To qualify as an advocate for every child you will have…

  • Bachelor-Degree level or equivalent in social sciences, communications, journalism, or related fields
  • 5+ years of relevant work experience, ideally in research and survey development, online platform design (Microsoft TEAMS), internal/corporate communications
  • Familiar with the field of disability inclusion
  • Insight on social sciences: the candidate must demonstrate a high degree of emotional intelligence and show sensitivity to issues of diversity, equity and inclusion
  • Proficiency in Microsoft Word and PowerPoint
  • Experience with editing on an online platform, e.g. SharePoint
  • Experience within the UN System is highly desired
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) would also be an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
