BACKGROUND AND OBJECTIVES OF THE FUNCTION

South Sudan documented the last wild poliovirus (WPV) endemic circulation in 2009 with the last circulating vaccine cVDPV2 outbreak in 2014. However, recently the country has reported an outbreak of circulating Vaccine Derived Polio Virus type 2 (cVDPV2) and there is need for the MOH, WHO and partners to interrupt this outbreak within the next 6 months.

To ensure that the country better respond and interrupt the cVDPV2 outbreak, it is important to increase the program human capacity. In order to ensure enough information and data is available to take decisions on both surveillance and campaigns activities, a data manager will be needed focused mainly on the outbreak.

DESCRIPTION OF DUTIES.

The incumbent will provide technical support in the area of collection, management and analyses of data to generate information to respond to the polio outbreak (cVDPV2) in the country. He/she will be performing the following tasks:

1: Manage all AFP/Polio data for the outbreak, and support Supplemental Immunization Campaign data and, eMobile health data.

Planned output:

  • Establish, maintain and up-date filing of all Data pertaining to Disease surveillance which includes AFP, and Case Verification etc.
  • Establish, maintain and up-date all Electronic Data pertaining to SIAs
  • Establish, maintain and up-date all Electronic Data pertaining to Open data Kit usage
  • Submission of all Case-based data electronically generated via entry of Case Investigation Forms to next level every Tuesday
  • Monitor electronic data Checklist Submissions by WHO officers with proper feedbacks
  • Perform data validation and cleaning on all data received before forwarding to various levels.
  • Support the states in the zone to maintain and update centralized Backups
  • Provide feedback and feed-forward on data to relevant levels for action.

    2: Assist with data presentation, analysis and interpretation. Prepares reports, Alerts and disseminates as required to relevant levels.

Planned output:

  • Timely Produce and disseminate to Polio reports for weekly, monthly and quarterly feedback to AFRO and the states
  • Produce quality reports/analysis from data to enhance decision making at relevant levels.
  • Produce and update dashboards to guide the outbreak response
  • Systematically provide feedback to states on data quality and Submissions (Completeness and timeliness)
  • Prepare Alerts for Detailed Case Investigation Forms due for Sixty days Follow-up; Collate and Submit to relevant levels
  • Monitor Zero Dose Cases and ensure Zero Dose cases have duly filled Zero dose forms

3: Collaborate with data managers in the Polio/Measles Laboratories, State Coordinators and central level to ensure that data is captured and updated****Planned output:

  • Ensure timely submission of data to the central level
  • Update databases with results received from Laboratory feedback
  • Run Data Quality Checks and feedback on Laboratory Result received from AFP Laboratories

4: Track and obtain missing or incomplete data/reports and provide feedback to relevant levels****Planned output:

  • Follow up with States to track and acquire missing/incomplete data.
  • Identify incoherent data and notify relevant levels accordingly
  • Analyze transmission of quality data from the state and carry out supportive visit to address gaps

REQUIRED QUALIFICATIONS

Education

Essential:

  • University degree data management/ ICT or related fields from an accredited/recognized institute.

Experience

Essential:

  • A minimum of 2 years' work experience in public health with experience in the Polio Eradication Initiative. Experience in developing and promoting collaborative partnerships.

Desirable:

  • Relevant work experience in WHO, other UN agencies, recognized humanitarian organizations, or relevant nongovernmental or humanitarian organizations.

  • Experience in capacity building programme planning/development, project management, monitoring, and evaluation.

  • Experience with resource mobilization in emergency settings.

Use of language skills

Essential:

Excellent knowledge of English and the local language (Arabic) is essential

Specific skills required:

  1. Practical and conceptual understanding of PEI programme activities in South Sudan
  2. The ability to work independently, carry out multiple tasks, meet deadlines, and work collaboratively in a team;
  3. Strong interpersonal skills, and work effectively with people at all levels
  4. Demonstrated skills in working across local and international partners at all levels of the programme
  5. Skills in preparing technical, and programme reports.

Working knowledge of computer software with spreadsheets and data analysis skills.
