Result of Service Some sections of RMSDD are solid and function under a well-established leadership, while other fragmented units are placed under the direct supervision of RMSDD/Office of the Director. These individual structures are namely, the Procurement Unit (PU), Facilities and Assets Management Section (FAMS) including the Property Control and Inventory Unit (PCIU), Service Management Unit (SMU), and Project Team (PT). The heterogenous combination has forced RMSDD into a highly fragmented and stretched division. This setup is burdensome to the RMSDD/Office of the Director given the open reporting lines that may hinder the smooth delivery of services, the prompt operational support and the swift action to embrace change and introduce innovation.

As part of its effort to harmonize operational support and service delivery, RMSDD is planning to undertake a comprehensive review of the floating units to introduce effective processes, adopt innovative techniques and strengthen leadership for greater efficiency, better delivery of services, and more focused efforts by the RMSSD/Office of the Director on strategic functions.

The consultant will undertake the necessary research and data collection to analyze RMSDD current situation and provide the following deliverables:

Deliverable 1: A first draft to be discussed with the management including: a. The review of current situation and details on the accomplishments and activities covered, in accordance with the approved scope of work. b. A series of proposals and alternatives for harmonized processes and efficient operations.

Deliverable 2: A second draft that incorporates management feedback on operational needs and requirements for final review and discussion with management.

Deliverable 3: A final report including the following: a. An integrated organizational model. b. A workforce profile defining the roles and responsibilities in the new context, in alignment with the strategic objectives, activities, and key performance indicators. c. New systems, processes, and work methods to improve delivery, efficiency, and accelerate progress towards interconnected high-performing teams under one leadership.

Duties and Responsibilities Background

The Economic and Social Commission for Western Asia (ESCWA unescwa.org) is one of five United Nations regional commissions. The commissions are unique intergovernmental platforms for advancing regional integration, developing regional norms and standards, exchanging experience, and fostering cooperation. They play a critical role in promoting a holistic approach to development in their regions, and balancing the economic, social, and environmental dimensions of sustainable development in their member States. Like the other regional commissions, ESCWA operates under the supervision of the United Nations Economic and Social Council. ESCWA supports its 20 member States in their efforts to ensure prosperity and equality. By analyzing regional and national economic, social, and environmental trends in the light of global United Nations agendas, ESCWA provides Arab countries with policy recommendations that build on a thorough analysis of facts and commonalities. It also underscores the benefits of integration and creates regional public goods, including knowledge, data, tools, and capacity.

The administrative and operational support is key for the well-functioning of all substantive clusters/project teams in the implementation of ESCWA multidisciplinary mandate. This support is provided by the Resources Management and Service Development Division (RMSDD). The division covers financial resource management (FMS), human resources (PMC), information and communication technology (ICTS), conference management (CMS), medical services (MWSS) and facilities management (FAMSS), as well as procurement and client relationship management.

ESCWA is advancing the reform agenda of the Secretary-General which focuses on collaboration, consolidation, and harmonization to achieve economies of scale. Against this background, RMSDD created new functions such as the Service Management Unit (SMU), to meet the evolving needs across administrative areas.

The proposed organizational model is meant to be in alignment with the overarching strategic objectives and goals of RMSDD to support the delivery of ESCWA mandate.

Scope of work

  • Research and data collection The consultant shall seek advice and solicit the opinions of various stakeholders including Chiefs of Units/Sections, local staff, consultants, and individual contractors, etc. to develop a complete understanding of the roles and responsibilities of the different working levels and the job design and characteristics. The consultant shall also work closely and collaboratively with key stakeholders who can be part of the proposed solutions.

  • Workload and capacity The consultant is expected to analyze the workload against the existing capacity and propose areas for potential improvement to reduce fragmentation, optimize the established processes and develop innovative solutions for more efficiency and prompt responsiveness to the increasing and changing demand. The analysis shall cover:

  • Leadership and governance.
  • Objectives, functions and roles and responsibilities of the sections and units under review.
  • Staffing arrangements.
  • Internal processes, reporting and procedural guidelines; and
  • Support mechanisms for any transition exercise.

  • Workforce profile The consultant shall set the context for talent assessment. This requires a review of the available and needed skills and knowledge against the evolving work requirements, the existing capacity, and the needed skills.

  • Change management and transition The consultant shall craft a strategic action plan including timeline(s), communication plan, and a transition plan.

    Qualifications/special skills Skills: Strong interpersonal, oral, and written communication skills are required. Excellent analytical skills, organizational awareness, and the ability to deal with complexity.

Demonstrated commitment to meeting tight deadlines is desirable. Academic Qualifications: A Master's degree or equivalent, in Public Administration, system management, dynamic resourcing or any other related fields is required. Training(s) in organizational development and management program is desirable. Experience: A minimum of ten years of professional experience in developing, implementing, and/or crafting reorganization plans, organizational development and job compensation, position classification, and assessment for medium to large private / government corporations is required. Language: English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required.
