Long Description ---------------- **Overview of the functions** Under the overall authority of the Director and Representative of UNESCO in Afghanistan, and the direct supervision of the Head of the Culture Unit, the incumbent will be responsible for the following duties; 1\. Develop, operationalize and maintain an operational and logistical framework to assist effectively in the implementation of program activities of the Culture Unit (20%); 2\. Provide oversights in the overall functioning of the operations team of the Culture Unit and maintain the quality of support provided by the team (20%); 3\. Assist the operations team to prepare different types of contracts including contracts for services, contracts with individual consultants, purchase orders and implementation partners agreements for the Culture Unit by assisting program staff to develop complete TORs, draft contracts based on the TORs, liaise between vendors and the program staff, monitor outputs and process payments delivered in a timely manner (10%); 4\. Manage procurement of the Culture Unit by assisting the program staff to adhere to the standard operating procedures of UNESCO and liaise with the administration unit (10%); 5\. Work with the Culture Unit to ensure the contracts are matched with correct budget codes, deadlines and vendor details and oversee the maintenance of a list to keep track of contract management and alert program staff for timely submission of deliverables for processing payments (10%); Long Description ---------------- 6\. Inform program staff of budget status, process for action, inform clients and actively follow up to completion (5%); 7\. Prepare briefing materials as required for missions and/or discussions on project activities and status (5%); 8\. Provide the operational and logistical coverage of the meetings, workshops, conferences and events held by the Culture Unit (5%); 9\. Interact with vendors to exchange information on operational issues and seek cooperation to resolve routine operational issues (5%); 10\. Assist the Head of the CLT Unit in any additional requests contributing to the overall operations of the CLT Unit (5%). Work Experience; \- Minimum of 5 years of relevant professional experience in management and/or business administration. \- Familiarity with coordinating heritage-related projects, development of budget estimates, budget and implementation follow-up, and coordination of projects, field work and personnel. Skills and competencies \- Sound knowledge of UN/UNESCO mission, strategies and standard-setting instruments. \- Leading and supervising skills, including analytical, priority-setting, problem-solving and implementation skills. \- Excellent interpersonal skills, with demonstrated ability to work in a multicultural environment and establish effective working relationships, both within and outside the Organization. \- Excellent writing skills and ability to develop reports, briefings and project proposals. \- Good knowledge of standard office software (word processing, spreadsheets, etc.). Languages \- Dari and Pashto \- Excellent knowledge of the English language ( both written and spoken) **DESIRABLE QUALIFICATIONS** ---------------------------- Work Experience \- Relevant professional experience at the international level. \- Previous experience in a conflict/post-conflict context.
