Duties and Responsibilities UN Environment Programme (Energy and Climate Branch) implements the International Methane Emissions Observatory (IMEO) and Gas Methane Partnership (OGMP), an ambitious reporting initiative to facilitate methane emissions reductions from the oil and gas sector. A consultant in the methane detection and mitigation process is needed to provide technical advice and support to the Programme Managers in charge of the OGMP and of the IMEO.

The OGMP is a multi-stakeholder partnership working to improve methane emissions reporting. The updated reporting framework (OGMP 2.0) launched in November 2020, is the most ambitious and comprehensive reporting framework for methane emissions from the oil and gas sector. Member companies will report on methane emissions levels from all material sources across the entire oil and gas value chain, including both operated and non-operated assets. OGMP 2.0 is a comprehensive measurement-based methane reporting framework that standardizes rigorous and transparent emissions accounting practices.

OGMP reported data will be integrated by the International Methane Emissions Observatory with other data streams (remote sensing data, scientific measurements data, national inventories).

The Consultant (Senior Data Analyst) will be a person passionate about data. He/she will work as a senior member of the data analysis team and will be responsible for the analysis of data provided by OGMP 2.0 companies. The analysis will include evaluation of the data against the technical guidance documents for consistency, transformation of the raw data reported into information and insights, and the identification of trends within the data. He/she will oversee the integration of the data and information into the database along with support for the development, maintenance and improvement of the database. He/she will be responsible for acquiring and integrating data from primary or secondary data sources related to the energy sector to identify data trends for the Partnership (global and regional coverage production, distribution, transmission, LNG coverage, etc.) and for the annual IMEO report. He/she will assist with his/her analysis to develop content for the preparation of the annual IMEO report and provide feedback to assist OGMP2.0 members with their reporting.

The consultant will perform the following tasks: 1) Coordinate and lead the data analysis team to review, analyse and aggregate OGMP companies’ annual reports: a. Review of the methane emissions reported at asset-level and source-level data from oil and gas companies’ operated and non-operated assets reported to the OGMP b. Review for completeness of data reported, and consistency with reporting framework and relevant approved technical guidance documents c. Analysis of the implementation plans of the companies d. Analysis of companies’ performance target commitment, compare to UNEP targets and document progress 2) Aggregation of OGMP2.0 companies data to feed into the annual report: a. Analysis of emissions, focusing on data patterns, quality gaps, and consistency b. Identify inconsistencies among and between operator, region, facility type, source type c. Preparation of materials and charts to communicate trends of data to non-specialists 3) Provide feedback to the OGMP2.0 companies on their reporting and implementation plans. 4) Analysis and integration of data from primary or secondary data sources related to the energy sector to identify data trends to be integrated in the annual IMEO report and in other relevant materials 5) Manage and analyse metrics to measure the Partnership’s coverage and progress. 6) In addition, the consultant will support with the following: - Development, maintenance and improvement of the database including data anonymisation - Development of documents and tools - Writing content and describing data as part of the annual report

Qualifications/special skills Academic - Advanced university degree (Master’s degree or equivalent) in mathematics, statistics, science or engineering - A first-level university degree in combination with seven years of qualifying experience may be accepted in lieu of the advanced university degree.

Professional Experience - At least five years of proven work experience in data analysis - Familiarity with the energy sector, in particular with emissions measurement, estimating methodologies, and/or emissions reporting - Expertise in data collection & analysis, uncertainty estimations

Language - For the post advertised, fluency in oral and written English. Additional languages are an asset.

Skills - Strong quantitative skills with the ability to collect, organize, analyse, and disseminate significant amounts of data with attention to detail and accuracy; - Experience with data trends analysis; - Strong computer proficiency, experience with database and GIS software, - Knowledge of how to create and apply the most accurate algorithms to datasets in order to find solutions - Detail-oriented with the ability to explain large amounts of data and information in a simple, organized manner to a variety of audiences - Intellectual agility and comfort with working on a wide variety of topics; - Excellent written and oral communication skills; - Problem-solving skills - Experience in the energy sector is a plus; - Ability to work independently and support a multi-disciplinary team, using independent judgment to plan, prioritize and organize a diverse workload in a fast-paced environment, - Ability to work with colleagues and partners of varied backgrounds and experience. - At least five years of proven work experience in data analysis - Familiarity with the energy sector, in particular with emissions measurement, estimating methodologies, and/or emissions reporting - Expertise in data collection & analysis, uncertainty estimations
