STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or other relevant field.

Experience:

  • At least five years or more of postgraduate progressively responsible professional experience in the area of international humanitarian development, nutrition, health or food security, including on advocacy and communication, and SBCC
  • Experience working with governments on developing nutrition policies and/or implementing nutrition programme (within food security or health).
  • Experience conducting nutritional assessments, analysed data and drafted recommendations for programme.
  • Experience working in multiple countries.
  • Experience working in both emergencies and development context.

Knowledge and Skill:

  • Ability to conduct research, analyse and interpret diverse information, draw out the key messages and translate evidence into context-specific and operational solutions.
  • Good communication skills with the ability to persuade, influence and adapt communication style to different situations and individuals. Experience in the field of communication in a UN organization or NGO is an asset.
  • Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP
  • Knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP specific processes and systems. Experience in the UN desirable.

Language: Fluency in both oral and written English. Fluency in Tetun or Portuguese desirable.

ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) in Timor-Leste is implementing a Country Strategic Plan (CSP), which focuses on building the capacity of the Government of Timor-Leste in managing nutrition interventions through the Ministry of Health’s (MoH) and other line ministries such as the Ministry for Social Solidarity and Inclusion (MSSI) and the Ministry of Trade, Commerce and Industry (MTCI). The CSP, which runs from January 2018 to December 2022 is complementing the United Nations Development Assistance Framework 2020-2025. The provision of technical assistance and leveraging Government capacity development, with a strategy for hand-over of a sustainable food-based programme to the Government are key priorities.

Under the nutrition and emergency components of the CSP, targeted boys and girls between 6-59 months, pregnant and lactating women and adolescent girls will benefit from the project through a combination of food-based approaches and gender-sensitive nutrition education in order to improve their nutrition status, dietary diversity and empowerment. To positively influence nutrition-related behaviours in individuals, communities, and society as a whole, Social Behaviour Change Communication (SBCC) encompassing advocacy, social engagement and support to community members and awareness raising at individual level are instrumental in delivering sustainable malnutrition prevention actions. In alignment with the WFP new nutrition policy, a SBCC strategy and related action-plan has been developed and is being implemented as a joint and holistic approach with government partners, UN agency and other development partners to address selected determinants and behaviours affecting the nutritional status of girls and boys and adolescents. Emphasis will be put on reaching out adolescents’ girls and securing stronger engagement of men and adolescents boys.

Another critical area for partnership is WFP’s contribution to the Government and partners to generate evidence for enhancing the effectiveness and efficiency of national programmes and safety nets, in line with the national nutrition strategy (NNS) priorities - providing evidence for programme design, and improve policies and capacity for multi-sector nutrition action. The Country Office has undertaken a “Fill the Nutrient Gap” analysis to assess people’s access to and needs for nutrients, with support from WFP headquarters and the regional bureau and in collaboration with key partners. Through the compilation and analysis of nutrition and food security data, including analyses of the cost of diet and the policy environment, the Fill the Nutrient Gap analysis will contribute to national dialogue and inform decision making on evidence-based nutrition programmes and future policies. It will also define ways to address the nutrient gaps of segmented population groups identified through the analysis.

JOB PURPOSE

WFP Country Strategic Plan (CSP) for Timor-Leste has the Strategic Outcome 1, Improve nutrition for children under five, pregnant and lactating women and girls, and adolescent girls in line with national targets by 2025. A key area of its interventions through supporting the national priorities for nutrition and food security established in the MoH National Nutrition Strategy, the National Food and Nutrition Security Policy, and the SDG road map for the country.

The consultancy will serve two purpose: the first is the consultant will be expected to help bring together evidence, and input from consultation with nutrition stakeholders in the country to develop a WFP nutrition strategy that helps inform the CSP design and process which is expected to begin in July 2021 through April 2022.

In addition to the strategy development, the consultant will provide nutrition related expertise and credibility to lead the nutrition team to engage Government and development partners to design, implement, analyse, monitor and report nutrition-specific and nutrition-sensitive activities that will contribute towards the consolidation of WFP leadership as partner of choice to prevent malnutrition and curb food insecurity in Timor-Leste.

KEY ACCOUNTABILITIES

Reporting to the Head of Programme/Deputy Country Director (DCD) the Consultant works in close coordination with the National Policy Officer and the National Nutrition Officer, respectively Activity Managers for Activity 1 and Activity 2 of the CSP and all relevant staff and divisions within WFP. Within delegated authority, the Consultant will be accountable for developing, managing, coordinating, implementing and monitoring various nutrition specific and nutrition-sensitive activities with key stakeholders, including WFP and various line Ministries and national institutions at central and decentralized levels. Key accountabilities shall include but not be limited to the following:

Overall responsibilities

  1. To develop WFP’s future strategy in country which will inform the new CSP design. Support the strengthening of national nutrition initiatives, including the development of national government policies related to nutrition as well as nutrition strategies, action plans, protocols and guidelines in line with the SUN Movement and international guidance and current evidence. Coordinate with UNICEF on building a research component into the Governments ‘Simplified Protocol’.
  2. Provide support for operational partnerships, including inter-agency collaboration, to ensure a strong multi-sectorial response to nutrition in both emergency and non-emergency settings.
  3. Prepare accurate and timely reporting and learning, contributing to a knowledge base that informs decision making of WFP and other stakeholders.
  4. Design, conduct and communicate the nutrition situation clearly and effectively to nutrition stakeholders.
  5. Represent WFP at regional, national and international meetings to contribute in technical discussions, exchange experiences, advocate for nutrition interventions and identify areas of potential collaboration.
  6. Support the monitoring and evaluation of WFP activities, provide technical analysis, and interpretation.
  7. Build capacity of WFP staff, partners and national governments to prepare for and respond to nutrition problems.
  8. Develop contingency planning, risk analysis and early warning related to nutrition risks.
  9. Perform any other related duties as required

CSP 2.0 Strategy Development

  • Follow-up on the nutrition scoping mission recommendations regarding the future shape of WFP operations in country.
  • Support the CO team to conduct a policy and context analysis, and stakeholder consultation to develop strategy for WFP in nutrition by identifying opportunities, gaps and potential positioning of WFP over the next 5 years.
  • To use findings of the policy and context analysis, and stakeholder consultation to determine whether national policies, legal and regulatory frameworks, national programmes, markets and public private partnerships create an enabling environment for adequate nutrient intake, especially good access to nutritious foods.
  • Engagement with Government, donors and development partners to drive the process of the CSP2.0 development with strong nutrition lens.

Social behavioral Change Communication (SBCC):

  • Lead and initiate SBC activities as proposed in the CSP with relevant units
  • Review ToRs for formative research, communication products and other such activities; SBC strategy; M&E plans
  • Review/develop concept notes, fundraising proposals for initiating/proposing new SBCC initiative
  • Work with the M&E team to review and monitor progress of SBC activities and develop reporting mechanisms for sharing information on the key learnings
  • Engage in strategic discussions with key partners in TL who are working on SBCC to initiate collaborations and other engagements
