Organizational Setting The FAO Representation in Yemen (FNYAR) is responsible for leading FAO's response to country priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the country. FAO Yemen has provided support not only to emergency agriculture programmes to ensure food and Nutrition security and improve agriculture production and nutrition status of the population, but has also supported early recovery and development programmes. Through its emergency and rehabilitation programmes, FNYAR has supported vulnerable crops, fisheries and livestock dependent households with technical support while also promoting sustainable land management practices, improved production techniques and technologies and marketing opportunities.

Reporting Lines The Nutrition and Food Systems Officer reports to the Senior Emergency and Rehabilitation Officer (Head of programmes) under the overall guidance of the FAO Representative.

Technical Focus Provide leadership, guidance and technical support to the realization of results-based nutrition interventions, policy-making and capacity development towards more sustainable and inclusive nutrition interventions and food systems, including sustainable nutrition sensitive programming and production, sustainable nutrition value chain development, and improved food security and nutrition for the entire country office. Support the implementation of FAO’s nutrition and food systems agenda at global, regional, subregional and country level.

Key Results Comprehensive technical, statistical, analytical and/or policy analysis services and the development of specialised tools, methodologies, systems and/or databases to support the planning, implementation/delivery and monitoring of the programme of work and related products, projects, publications, and services.

Key Functions • Plans and leads components of multidisciplinary teams and short term work groups, leads and/or participates in internal committees, project teams, and working groups and provides specialized expertise on international technical networks and or technical policy and standard setting bodies; • Develops technical, statistical, analytical, monitoring and reporting frameworks, and related tools, methodologies, systems and databases etc. to support the planning, implementation/delivery and monitoring of the programmes of work, products, projects, and services; • Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative tools and methodologies, flagship publications/technical reports and/or policy proposals as well as the provision of technical specialist and/or policy advice and expertise; • Responds to requests and provides technical/policy advice, assistance and solutions to Regional, Subregional, and Country Offices and provides technical backstopping to field projects; • Promotes international cooperation and collaboration, advocates best practices and increased policy dialogue and provides technical expertise at international meetings and conferences; • Supports capacity development and knowledge sharing activities within member countries, through policy support, organizational development and individual learning and by the development of learning materials and related online tools; • Participates in resource mobilization activities in accordance with Corporate strategy and divisional plans.

Specific Functions • Contributes to the development of best approaches for food systems analysis and for monitoring the effects of food and nutrition policies and programmes on nutrition outcomes; • Supports FAO Yemen’s work to enhance the capacities of relevant government ministries, civil society including UN partners, Scaling Up Nutrition movement in nutrition-sensitive policies, programming and investments; • Supports the development of guidelines for FAO's contributions to the nutrition governance mechanisms and policy dialogues; • Compiles evidence, lessons learnt and good practices of FAO’s work and makes recommendations in nutrition-enhancing food and agricultural policies. • Supports innovative public-private partnerships for increased and effective agricultural value chain financing and business development; • Reviews and formulates recommendations for key food commodities value chain development; • Supports nutrition and gender mainstreaming in food value chain development; • Reviews and identifies gaps to formulate capacity building needs of agro-food value chain actors to implement food quality management systems and food loss reduction strategies; • Supports FAO Yemen and relevant ministries in the implementation and reporting of the Sustainable Development Goals (SDGs), related to food and nutrition security; • Supports resource mobilization for the Country Office to improve healthy diets and improved nutrition; • Performs other duties as required.

Minimum Requirements • Advanced university degree in nutrition, nutrition policy, public health, dietetics, food science, food technology, food engineering or a related field; • Seven years of relevant experience in integrating nutrition into agricultural policies and programmes and in nutrition and quantitative analysis of food and agricultural issues, natural resources use, food demand or related areas food security and nutrition; • Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions is desirable; • Extent and relevance of experience and knowledge of nutrition policy and programme initiatives; • Extent and relevance of experience in analysing nutrition and related issues; • Extent and relevance of experience in the integration of nutrition into agricultural policies and programmes including developing country experience; • Familiarity with FAO's partner institutions (UN, NGOs, donors); • Demonstrated ability to mobilize resources; • Demonstrated project management skills to ensure support to project implementation.
