The Social Policy, Monitoring & Evaluation (SPME) Network has six staff in the country office stationed in Delhi and 13 staff in the various state offices across the country. The Social Policy programme which was first designed in the current UNICEF 5 year country programme, is expected to expand its scope under the new Country Programme starting 2022, aligned to the 2022-2025 UNICEF Strategic Plan Goal Area 5 on social policy, against the backdrop of the rapidly increasing demand for social protection expertise at the level of national and state governments following COVID19, but also within the UNICEF programming sectors. The scale up in programming has implied increasing needs of iterative programming planning and monitoring, additional and more frequent results reporting, and knowledge management to document experiences, learning and share best practices. The UNV will be providing assistance to the knowledge management (KM) and advocacy aspects of the UNICEF Social Policy programme, with focus on the quality of the stated key results in the UNICEF corporate monitoring & evaluation (M&E) tools and systems, preparation of reports, enhance advocacy and partnership opportunities, as well as support the identified research, monitoring and evaluation priorities. She/he will focus on assisting the M&E Specialist under the guidance of the Chief of Social Policy, in the monitoring and results reporting of social policy interventions across 16 states. These contributions will be aligned to key strategic areas prioritized as per Social Policy programme interventions identified in the situation of children and women, and theories of change of the country programme at national, sub-national level, as well as contribute to develop technical inputs to the Sustainable Development Goals (SDG) agenda. The UNV would also be tasked to support the Social Policy programme, the Chief of SPME and output managers.

Within the delegated authority and under the direct supervision of the Monitoring & Evaluation Specialist and general guidance of Chief, Social Policy, the UNV Knowledge Management and Advocacy Officer (Social Policy) will:

The UNV will provide technical, operational and administrative assistance throughout the programming process for the Social Policy programmes/projects within the Country Programme. The UNV will deliver on technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, evaluation, and reporting of results. A strong focus will be on knowledge management, reporting, dissemination through different channels and advocacy activities. • Support to programme planning o Provide support by executing and administering a variety of technical programme transactions; preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM), and monitoring and analysis of results. o Prepare required documentation and materials to facilitate the programme review and approval process. This includes assisting in updating and maintaining Social Policy related results frameworks, Results Based Management (RBM), situation reports to regional office, HQ, government, and partners on the social policy COVID19 response. o Assist with documenting including of meetings such as key partners forums/meetings and social policy network meetings. • Programme management, monitoring and delivery of results o Work closely and collaboratively with colleagues and partners to discuss operational and implementation issues. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned. o Participate in planning, monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess programmes/projects and to report on required action and interventions at the higher level of programme management. o Prepare regular and mandated sectoral programme/project reports for management, donors and partners to keep them informed of programme progress. • Innovation, knowledge management and capacity building o Support the development and implementation of Social Policy section evidence generation, knowledge management (KM) & advocacy strategy and action plan.
o Research, benchmark and report on best and cutting-edge practices within UNICEF and external social policy arena for planning of knowledge products and systems. o Support strategizing and planning of strategic advocacy initiatives around social policy priorities on social protection, public financial management and local governance, in line with the evidence, advocacy and knowledge management strategy. o Identify, capture, synthesize, and share lessons learned, good practices for knowledge development and to build the capacity of stakeholders. o Support documentation of innovative approaches and good practices for implementation and delivery of concrete and sustainable programme results. o Support the regular update and maintenance of a user-friendly internal and external ECM (sharepoint) site on Social Policy as a key repository to facilitate sharing of lessons, best practice case studies and related articles and stories on social policy programmes among 16 states. o Generate stories, cases and articles to highlight key initiatives at national and state level on social policy around social protection, public financial management and local governance o Share key messages and stories in line with UNICEF India Social Policy programmatic priorities under the UNICEF Strategic Plan across UNICEF India website and social media platforms as appropriate and in line with UNICEF KM and communications guidelines and office protocol, to position to amplify the social policy advocacy message with key stakeholders and partners. o Assist in planning and organizing various online and onsite forums for sharing good practices and lessons across 16 States and national social policy teams; as well as in coordination with the UNICEF knowledgement management (KM) and evidence teams as well as UNICEF Regional Office and HQ Social Policy teams.

• Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs:

• As an active team member of Social Policy Section, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF India and its beneficiaries in the accomplishment of her/his functions, including: o Social Policy evidence generation and knowledge management strategy developed and implemented o Regular internal and external communication produced as per office protocols and schedule, in-cluding programmatic results updates, situation reports, knowledge management products (e.g. les-sons learned, good practices) and presentations. o Up-to-date UNICEF internal knowledge platforms (e.g. ECM, Yammer) as well as external plat-forms (e.g. social media), with available key resources on UNICEF India Social Policy programmes. o Social Policy knowledge products and reports delivered on time and at solid quality standards, as per agreed reporting schedules and format in line with UNICEF quality standards o Regular coordination meetings attended, drafting meeting minutes, and support with coordination of follow up actions agreed during the meetings • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Bachelor’s degree in a relevant area, e.g. University degree in social sciences, Economics, public policy, international development, monitoring and evaluation or related field, or combination of first level degree with relevant experience;; • At least 3 years of professional work experience at the national and/or international level in in international development, or in project management or in communication, or other relevant programmes; experience with development organizations is an asset, as is experience working in the UN or other international development organization; • At least 2 years of professional experience preferred in areas of advocacy, social mobilization, communication, program planning and public advocacy and/or related areas in development organisations. • Experience and competency in general M&E, knowledge management products and reports drafting required • Excellent oral and written English skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in user-friendly document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight dead-lines; • Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; (if not applicable, delete) • Sound security awareness; • Have affinity with or interest in Children’s rights, volunteerism as a mechanism for dura-ble development, and the UN System.

The duty station will be New Delhi, India. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
