Purpose of the Post:

Serve as WHO focal point and liaise with the National Directorate of Public Health of the Ministry of Health for the implementation of global and regional strategies to improve maternal, neonatal, child and adolescent health and nutrition, especially to ensure the continuity of these programs during the COVID 19 pandemic. In the context of COVID 19, the incumbent will have a key role to represent WHO in the national response committee of COVID 19 to ensure the integration of sexual, reproductive, maternal, neonatal, infantile and adolescent health in the national response.

The objectives of the program and of the immediate unit, or of the field activity (overview of the program)

1. The development and implementation of policies, national strategies and operational plans in matters of reproductive health including Family Planning, maternal, newborn, child and adolescent health, nutrition and gender promotion to ensure the continuity of essential sexual and reproductive health services in the context of the COVID 19 pandemic in the context of the COVID 19 pandemic; 2. The development and implementation of national guidelines and technical protocols on issues of reproductive, maternal, neonatal, child, adolescent, nutrition and health of the elderly, with particular emphasis on the norms and standards of service quality and care for continuity of services essential sexual and reproductive health services in the context of the COVID-19 pandemic; 3. Collaboration with partners involved in activities to strengthen the health system and health services for mothers, newborns, children and adolescents, vaccination, and humanitarian emergencies, prevention and care for HIV / AIDS and Malaria.

Under the direct supervision of the WHO Representative and in close collaboration with other WHO program officers in Angola, the technical departments of the Regional Office in Brazzaville, the inter-country team in Libreville and Headquarters as well as '' with the National Directorate of Public Health of the Ministry of Health, the incumbent will provide technical support to the country and to all institutions in the field of reproductive health, including in the area of family planning, reproductive health. mother, newborn, child, adolescent and elderly.

Summary of assigned tasks (Describe what the person must do to achieve the main objectives; include the main expected accomplishments):

1. Implement activities to integrate SRMNIA programs into the national COVID 19 response : • Ensure that support is provided to the Ministry of Health and partners to build capacity to ensure the continuity of essential sexual and reproductive health services in the context of the COVID 19 pandemic; • Development / revision and support for monitoring national plans for the continuity of essential sexual and reproductive health services; • Guidance and capacity building of national partners as needed on various WHO guidelines on the continuity of essential services; • Preparation of reports on the state of continuity of essential services 2. Serve as a WHO focal point and establish a link with the Public Health Directorate of the Ministry of Health for the implementation of global and regional strategies to improve maternal, neonatal, child and adolescent health and nutrition in Angola ; 3. Support the Ministry of Health, other government departments, Partners and NGOs in the development, implementation and monitoring / evaluation of policies, strategies and plans related to maternal, newborn, child and adolescent health, including nutrition; 4. Support the development process, the implementation of standards and quality care tools contributing to the reduction of maternal, neonatal, infant and adolescent mortality, in particular those relating to clinical and community IMCI; 5. Support the formulation and implementation of programs that aim to increase youth and adolescent access to disease prevention and health promotion services through health programs in schools and universities, adolescent health and other initiatives; 6. Strengthen collaboration between United Nations system agencies, bilateral and multilateral partners and NGOs involved in maternal, neonatal, child and adolescent health programs, including nutrition; 7. Support the monitoring / evaluation of maternal, neonatal, child and adolescent health programs, as well as the mobilization of resources for implementation; 8. Provide support for operational research on various aspects of maternal, newborn, child and adolescent health for the documentation and dissemination of good practices; 9. Provide technical support for better integration of health programs, especially those related to maternal and neonatal, child, adolescent health, nutrition and HIV / AIDS, for the strengthening of the health system with a view to Universal Health Coverage (UHC); 10. Facilitate the coordination of partners and stakeholders in the field of Reproductive Health, Maternal, Child and Adolescent Health; Report regularly and periodically to the Regional Office on current activities 11. Prepare missions for WHO staff and external consultants dealing with issues related to Reproductive Health, Maternal, Newborn, child and adolescent Health and follow their recommendations; 12. Carry out any other activities required by the WHO Representative.

Qualifications and functional knowledge (Describe the qualifications and knowledge specific to the position): • Strong knowledge in the management of maternal, newborn, child and adolescent health programs; • Knowledge of epidemiological research.

Education (Qualifications):

Essential: • Medical Doctor • Post-university diploma in Public health

Desirable:

Advanced university degree (Masters level or above) in a health-related field (medicine, public health) with a specialization in reproductive health, pediatrics, obstetrics or other related field from an accredited/recognized institute.

Experience:

Essential: At least five (05) years of practical experience in planning, implementation, monitoring and supervision of maternal, neonatal, child and adolescent health activities including Family Planning at the national level.

Desirable: Have a professional experience of collaboration with bilateral or multilateral organizations.

Languages: Excellent knowledge of Portuguese and working knowledge of English or French.

Other skills (e.g. IT): Excellent computer skills (Word, Excel, Power Point and database processing) for data entry, assessments and basic epidemiological and statistical analysis.
