All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. WHO's GPW 13 (2019-2023) aligns to and articulates WHO's response to SDGs. WHO's mission is to provide a framework for accountability and measurements to assesses progress at impact and outcome levels. GPW 13 triple billion goals are to promote health; keep the world safe and serve the vulnerable. WHO's mandate revolves around Healthier population, i.e., 1 billion more people enjoying better health and well-being; 1 billion more better protected from health emergencies and 1 billion more people benefitting from universal health coverage.

The South-East Asia Region of WHO is made up of 11 countries, with over 1.8 billion people, with India's population of 1.2 billion. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems as well as of the circumstances and political economy under which they have evolved and operate. The regional flagship programmes are in sync with the Sustainable Development Goals for Health, and WHO's global targets for a billion more people benefitting from universal health coverage, a billion more enjoying better health and well-being, and a billion more better protected from health emergencies. One of its priority is to accelerate reduction of maternal, neonatal and under five mortality, continue progressing towards Universal Health Coverage with focus on human resources and essential medicines etc.
