**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Paris Classification of duty station: \[\[filter12\]\] Standard Duration of Assignement : \[\[filter13\]\] Job Family: Education Type of contract : Non Staff Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 1/03/2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism Overview of the Functions of the Post: -------------------------------------- Under the overall authority of the Assistant Director-General for Education, the guidance of the Director of the Division for Policies and Lifelong Learning Systems (ED/PLS) and the direct supervision of the Chief of the Section of Youth, Literacy and Skills Development (ED/PLS/YLS), the Consultant shall undertake the tasks listed below.: 1\. To coordinate the overall preparations for the celebrations of International Literacy Day (ILD, 8 September 2022), including: - Organizing an International Conference (September, 2022) (e.g. developing background documents and an agenda, organizing a conference, including managing invitation, liaising with participants, guiding work related to logistics); - Mobilizing governments and partners through UNESCO’s field office and networks for the celebrations at regional and country levels; and - Coordinating the celebrations across the world (e.g. information gathering) Organizing an International Conference (September, 2022) (e.g. developing background documents and an agenda, organizing a conference, including managing invitation, liaising with participants, guiding work related to logistics); - Mobilizing governments and partners through UNESCO’s field office and networks for the celebrations at regional and country levels; and • Coordinating the celebrations across the world (e.g. information gathering) • Developing and implementing a communication strategy **UNESCO International Literacy Prizes (ILP)** ---------------------------------------------- 2\. To provide the support for the Section in managing the UNESCO International Literacy Prizes, including: - Organizing a meeting of the International Jury and its follow-up (e.g. background document preparation, note-taking, report production); • - Preparing for a UNESCO International Literacy Prizes Awards ceremony and other events (September 2022); and - Undertaking activities to promote the 202 UNESCO Literacy Prizewinning Programmes (e.g. social media, a brochure, exhibitions). - Conducting an analytical study related to prizewinning literacy programmes. **UNESCO survey on national youth and adult literacy** ------------------------------------------------------ 3\. To assist the section in implementing the programme on UNESCO survey on national youth and adult literacy, including : - Administrating the survey, ensuring that a sufficient number of survey responses is collected through liaising with Member States - Providing a guidance to a consultant in consolidating, cleaning and analyzing the collected data and preparing a report, its summary and a policy brief. - Managing the Internal Working Group and the Expert Group to ensure that their views and suggestions are reflected for the greater relevance of the draft report, its summary and the policy brief. - Organizing a webinar to launch the survey. • Coordinating with a communication officer to have main results communicated to Member states and partners using appropriate platforms and networks. **UNESCO Strategy for Youth and Adult Literacy 2020-2025** ---------------------------------------------------------- 4\. To provide the support for the work related to youth and adult literacy of the Section, including: - Preparing a report of the UN Secretary General on ‘Literacy for life, work and lifelong learning (provisional title)’ which will be presented at the 77th session of the UN General Assembly. - Conducting a mid-term review of the implementation of the UNESCO Strategy for Youth and Adult Literacy 2020-2025. - Coordinating and monitoring efforts of UNESCO’s activities related to youth and adult literacy to implement the UNESCO Strategy for Youth and Adult Literacy 2020-2025, including managing information in SISTER and the UNESCO Literacy Community - Supporting and guiding junior staff and interns. **CONFINTEA VII** ----------------- 5\. To assist the section in providing inputs and support for the organization of the Seventh International Conference on Adult Education (CONFINTEA VII) and its side events, notably the literacy session in the Plenary and the Youth forum. 6\. To perform any other tasks as deemed necessary by the Chief of Section. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) Building partnerships (M) Driving and managing change (M) Leading and empowering others (M) Making quality decisions (M) Strategic thinking (M) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- - Advanced post-graduate degree (Master’s or higher) in education, social sciences, international development, and other related fields. - Extensive professional knowledge of topics relevant to the posting, and at least 4 years’ or more experience in the industry. - Proven record of research, projects and publications in one or more of the fields of youth and adult literacy, lifelong learning, monitoring and evaluation in education, and other related fields. - Experience in collecting and/or analyzing and triangulating complex data sources, managing both quantitative and qualitative data. - Professional experiences in conducting survey studies. - Prior relevant experience of working with UN organizations would be an asset. **DESIRABLE QUALIFICATIONS** ---------------------------- Competencies: - Demonstrated ability to organize and coordinate multiple tasks and deliver the result within specified timelines. - Strong analytical skills. - Proven interpersonal and communication skills. - The ability to effectively work within a complex and multicultural environment.
