ACAPS, a project hosted by the Norwegian Refugee Council( NRC) is looking for a dynamic project manager! Ideally based in Geneva, or in any other country with an NRC office.

For reasons related to the procedure for work permits in Switzerland, only candidates with an EU/EFTA nationality or a valid work permit for Geneva, Switzerland can be considered for the role (if applying for working from Geneva). Overview of the roleACAPS is developing a new tool to facilitate and speed up data collection of humanitarian indicators. We are looking for a dynamic project manager that will lead the project and manage a team of data scientists and developers.

Tasks and responsibilities

Product management

  • Through developing an in-depth understanding of ACAPS and its future plans, identify, prioritize, and oversee the development of a new software analytical tool. Input for this will come from needs of the ACAPS analysis teams, other user needs, as well as partner needs.
  • Take a leadership role in envisioning a roadmap for the development of the new tool.
  • Support on the recruitment and set up of a team of developers and data scientists. Provide written technical specifications for software development.
  • Maintain release cycles and documentation, document user feedback after releases
  • Review the scope of feature requests and recommend the feasibility of implementation in alignment with product roadmap
  • Explore and innovate with the ACAPS technical team, to develop new products as required.

Coordination & Team Management:

  • Coordinate the remote work of the team in order to ensure features are developed on time and on budget on a continuous basis and in alignment with the technical roadmap and product specifications.
  • Directly manage 1 or 2 consultant developers.

External Representation- Create presentations and visual material to update relevant stakeholders on development progress - Engage and communicate on a continuous basis with relevant partners and relevant ACAPS teams - Continuously update documentation (roadmaps, status and progress reports) - Contribute to and develop further ACAPS technical partnerships from within and beyond the humanitarian sector. - Engage with other relevant actors in the humanitarian and development technology spheres in order to build partnerships - Build partnerships with key academic and private institutions to provide and oversee open-source contributions and novel research projects - Represent ACAPS at different fora, as required

Other- Contribute towards learning and innovation within ACAPS - Support the finance colleagues in monitoring monthly expenses and budget lines allocated to the team - In coordination with other staff, source and write proposals for funding - Other relevant duties, as assigned

Working relationships

This position will closely collaborate with developers, data scientists, data analysts, and the global analysis team of ACAPS. Coordination will be required across all ACAPS analysis teams as well as the Communications department.

Requirements and qualifications

Qualifications and experience

  • At least 5 years of relevant experience including 3+ years of experience in project management
  • Master’s degree in a relevant field. Bachelor’s degree with an additional 3 years’ experience will be accepted instead.

Professional competencies- Experience in leading and coordinating the work of small technical teams (software development, data science) - Capacity to ensure results are delivered on budget and in alignment with clearly defined specifications and deadlines - Interest in Machine Learning and Data Science, and good conceptual understanding of natural language processing techniques - Ability to conceptualize, manage and prioritize multiple projects simultaneously - Capacity to work with ambiguity, complexity and interdependencies - Adept at report writing and presenting findings in a clear and meaningful way. - Understanding of or interest in the humanitarian sector and emergency response context. - Fluent written and oral communication skills in English. Working knowledge of French may be beneficial.
