Background/Rationale for the Assignment

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Purpose/task & Expected Results

  • Support Admin Section with Property/ Asset management, tagging of new assets when received, re-tagging assets (most tags on assets have faded off) and tracking both attractive and non-attractive assets in Juba and 11 Field Office locations.
  • Review, clean and maintain an accurate staff contacts database and link it to mobile phones (MTN & Zain lines) paid by the office monthly – remove old, duplicated accounts, and unauthorized numbers.
  • Support Admin / Field Support Sections with asset management relating to Field Offices which are closing under the current rationalization programme- transfer to other AFPs, disposal, and movement of assets during Field Office closures
  • Conducting and coordinating asset count particularly for attractive assets like Laptops, Projectors, smart phones, Cameras, Motorola radios and recording them per location and room. ICT is undertaking an extensive laptop replacement across the country. This will also prepare the office for the next asset count of 2021 year end.
  • Support with disposal of assets through selling to staff and the public. Support bidders during inspection, drafting of offer letters, collection of items from the compound. Admin expects an extensive sell of assets in June 2021 following PSB disposals.

  • Generate new database for office contacts in liaison with HR’s Opscen list ensuring accurate and correct phone numbers for all staff, both official and private.
  • Clean and maintain an accurate database of official mobile phone numbers (MTN & Zain lines) paid by the office on a monthly basis - remove old, duplicated accounts, and unauthorized numbers.
  • Inspect and cross check every account to ensure removal of 10 GB data bundles supported by the office during 2020.
  • Inspect and cross check every account to ensure compliance with revised Mobile Phone SOP – ensure allocations and usage are in line with approved SOP.

  • Compile and categorize all Vision asset records for Field Offices which are closing and compare with actual asset list on the ground
  • Support PSB decisions on all assets which are in field offices which are closing.
  • Support transfer, disposal, donations, sale of assets in Field Offices earmarked for closure

  • Manual linking of new assets into locations and rooms before Admin Officer updates in Vision
  • Proof SSCO asset master list and identify errors in rooms and locations.
  • Liaising with ICT and Admin Office to collect, sort, and remove tags from all old laptops in preparation for PSB

  • Coordinate potential bidders during inspection of items to be disposed
  • Drafting of offer letters for successful bidders for Admin Officer review
  • Coordinate removal and collection of items paid for by successful bidders – arranging and filing gate passes.

Qualifications and Competencies

Completion of secondary education preferably supplemented by technical or university courses related to the work of the organization. Previous experience in most of the tasks outlined above will be preferred.

Duty Station and Official Travel - Juba

Travel Clause

  • All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
  • All travels shall be undertaken only upon the prior written approval by UNICEF.
  • The eligible maximum amount for travel is specified in the contract.
  • The consultant is responsible for his/her for travel arrangements. The most economic and direct route is authorized.
  • Travel costs will be reimbursed after the completion of mission. UNICEF will pay the applicable DSA rate and other travel related expenses upon submission of the invoice together with the supporting documentation.

Nature of Penalty Clause in Contract

If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (fees reduced due to late submission: 20 days - 10%; 1 month -20%; 2 months -30%; more 2 months – payment withhold). All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
