NDC PARTNERSHIP TRAINING AND CAPACITY DEVELOPMENT SPECIALIST FOR MONGOLIA

Organizational Setting

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

At UNFCCC’s 22nd Conference of the Parties (COP22), Germany and Morocco spearheaded and launched the NDC Partnership (NDCP). The Partnership is a coalition of countries and international institutions working together to ensure that developing countries receive the necessary technical and financial support to achieve ambitious climate and sustainable development targets as fast and effectively as possible. It builds in-country capacity, increases knowledge sharing for climate policies to have meaningful and enduring impacts, and drives increasing ambition over time. Mongolia became a member of the NDCP on 16 January 2017, and its Focal Points include the Ministry of Environment and Tourism (MET), the Ministry of Finance (MOF), the Climate Change Research and Cooperation Centre (CCRCC), and the Ministry of Economy and Development (MED). On September 6th, 2018 the NDCP Plan of Mongolia was approved by the Minister of Environment of Mongolia and is currently under implementation. The NDCP Plan of Mongolia was a basis for planning, coordination, resource mobilization, and transparency on NDC implementation between the Government and NDCP to work together to help Mongolia achieve its climate and development goals.

The NDC Action Plan of Mongolia (2021-2025) includes three main groups and a total of 72 measures to improve the legal and regulatory environment, reduce greenhouse gas emissions (GHG), increase absorption, and adapt. These measures are closely linked to national and sectoral policy documents, and a detailed estimate of their baseline and target outcomes has been developed using the International Intergovernmental Committee of Experts (IPCC) GHG emission calculation methodology. In the long run, Mongolia will be a global trend in the implementation of policies and other policy documents to reduce GHGs in key sectors of the economy, as well as adaptation measures to mitigate the negative impacts and risks of climate change and creating low carbon development pathways.

The Support Programme on Scaling up Climate Ambition on Land Use and Agriculture through NDCs and NAPs (SCALA) is designed to support transformative climate action in the land use and agriculture sectors to reduce GHG emissions and/or enhance removals, as well as strengthen resilience and adaptive capacity to climate change in participant countries. Its specific objective is for countries to have translated their NDC and/or NAPs into actionable and transformative climate solutions in land use and agriculture with multi-stakeholder engagement. The program is being implemented through a joint effort between FAO and UNDP with funding from the German Government.

Reporting Lines

The Specialist will implement all tasks under the overall leadership of the FAO Representative in Mongolia, the technical guidance of the Lead Technical Officer in FAO RAP as well as the National FAO Scala focal point. The Specialist will work closely with the FAO and UNDP SCALA project team, NDC Partnership Support Unit, the In-country Facilitator, and the officers of the Climate Change Department (CCD) of the MET.

Technical Focus

The Capacity Development Specialist provides strategic support to the Climate Change Department (CCD) of the MET in strengthening the technical and institutional capacities of relevant national and local government agencies on NDC implementation. The Specialist will have the responsibility of developing annual capacity building and training plan and supporting the institutions for the trainings and other events under this plan.

Tasks and responsibilities

The following responsibilities are part of the Capacity Development Specialist role in Mongolia:

• Develop a methodology and approach to map and identify capacity-building needs for the NDC implementation • Lead the mapping processes to identify the training and capacity-building needs for the NDC implementation, including each of the sectoral needs • Ensure the mapping of all training needs, plans and activities are conducted in full consultation of the relevant administration of targeted groups • Develop annual capacity building and training program, including the design and development of training courses, learning, and guidance materials with relevant sectoral agencies on NDC implementation and other line agencies • Prepare feedback questionnaires, reports, and statistics related to the training carried out, and assist in monitoring and evaluating the capacity development and training program • Establish and manage partnerships with experts and training institutions to support the development and implementation of sector-specific training courses • Provide information and regular updates to the NDC Focal Points, relevant CCD staff, and the Support Unit regarding training plans • Develop terms of references for external and specialized training and prepare their procurement documents • Conduct training needs assessment under the capacity building and training program along with the mapping process • Provide capacity-building support to partner agencies by undertaking information sessions and training • Support in organizing national and sub-national internal, external and specialized training under the program • Identify and lease with potential vendors, suppliers, and other service providers in support of organizing meetings, conferences, workshops, and other events under the capacity building and training program • Ensure complete staff work related to the procurement of goods and services related to the organization of training and other events • Support the NDC update process for enhancing goals related to priorities of the agricultural and land use sector under SCALA • Ensures gender issues in the engagements and training • Keep documentation, including maintaining electronic folders on the documents, correspondence, reports, and provide written and oral translations when necessary.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in environmental sciences, environmental management, policy development, climate change, communication, or relevant disciplines • A minimum of five (5) years of extensive working experience in a subject related to climate change, sustainable development, or environmental sciences; in developing and implementing communications and knowledge management strategies for government organizations or projects and programs • National or resident of Mongolia with work permit.

Technical/Functional Skills

• Knowledge and previous experience with NDC, and climate change is a must. • Proven experience in developing training materials, procedures, guidelines, manuals, and templates for reporting and verification practices • Strong communication skills to facilitate training and workshops, collating, analysing, and writing up results for reporting purposes • Strong professional working capacity to use information and communications technology, specifically including website design and desktop publishing software • Very good interpersonal skills and ability to manage and work with a multidisciplinary team • Demonstrate good leadership ability to engage with multisectoral actors • Fluent language skills in English and Mongolian, both writing, speaking and reading • Proficiency in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages.
