National Specialist on Water Legislation

Organizational Setting:

FAO Partnership and Liaison Office in Azerbaijan in partnership with the Ministry of Agriculture of the Republic of Azerbaijan is planning to implement the “Improved water governance: towards sustainable agricultural development” project under Technical Cooperation Programme (TCP). The main goal of the project is to support the Government of Azerbaijan in establishing a sustainable national water governance system through strengthened national capacities, improved coordination among stakeholders and adoption of efficient irrigation technologies. The impacts of the project will include improved agricultural productivity and food security, increased conservation of land and water resources, and resilience of agriculture to impacts of climate change.

Technical Focus:

Under the overall supervision of the FAO Representative, direct supervision of AFAOR, technical supervision of the project LTO and National Project Coordinator (NPC), and the Chief, Development Law Service (LEGN), and in close collaboration with the FAO-Azerbaijan office, national counterparts, and stakeholders, the national expert will:

Tasks and Responsibilities

• Review the laws, rules, regulations, and other relevant government policy documents related to water use and governance relevant for Azerbaijan and propose recommendations for legislative and regulatory reform or amendment; under the supervision of the appointed LEGN Officer. The report will include a critical analysis of any gaps in water, environmental, land and other pertinent legislation that has an impact on use and governance of water resources (surface and groundwater) of Azerbaijan. The report should be presented in a legal assessment report, the structure of which will be provided by LEGN;
• Contribute and participate in workshops and trainings and prepare training materials for participants on water legislation and governance;
• Provide knowledge and expertise on national water legislation to project implementation team;
• Provide substantive inputs for development of national water governance strategy, in light of legal and policy assessment, and provide feedback on the drafted strategy document;

• Support the drafting of project reports and strategy documents.

  CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements:

• Master’s degree in a relevant discipline such as water legislation, in conducting similar tasks related to this contract or a bachelor's degree in a relevant discipline as described before.
• 3 years above the required general professional experience in a field related to this assignment.

• Knowledge and understanding of governance, public administration and development theories, principles and applications;

• National of Azerbaijan or resident in the country with a regular work permit.
