Background

1. Background

UN Women grounded in the vision of equality enshrined in the Charter of the United Nations works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing gender-equality and women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations systems efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

UN Women supports UN Member States as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programmes, and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide. It works globally to make the vision of the Sustainable Development Goals (SDGs) a reality for women and girls and stands behind women’s equal participation in all aspects of life, focusing on the following strategic priorities: (a) Women lead, participate in and benefit equally from governance systems; (b) Women have income security, decent work and economic autonomy; (c) All women and girls live a life free from all forms of violence; (d) Women and girls contribute to and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and humanitarian action. In today’s data-driven world, all these strategic priorities have an online and data-processing face. UN Women recognizes the crucial role data and ICTs play in reshaping the future for women and girls and achieving the SDGs.

Aligned with SDGs including SDG 5 and 10, gender-responsive data on migration have potential to promote equality and provide opportunities for disadvantaged groups. UN Women promotes the collection of data at the national and international level to include gender mainstreaming methodologies to capture the experiences of people from diverse backgrounds. UN Women is an active advocate of safe migration for women both globally and in many of the most affected countries. UN Women underscores the need for gender-responsive migration laws that respond to the distinct needs and priorities of women and girls. The research and lessons learned from the joint UN Women–European Union project, “Promoting and protecting women migrant workers’ labour and human rights: Engaging with international, national human rights mechanisms to enhance accountability” highlights the vulnerable position of migrant women and girls with a focus on the low-skilled migrants and those who are often migrating through irregular channels, as these women face heightened risks of abuse and discrimination at all stages of migration.

UN Women advocates for employment policies that improve labour market conditions and advance decent work for migrant women, including domestic workers while promoting women’s economic leadership, whether in public decision-making, on corporate boards or in labour unions.

UN Women’s work focuses on promoting gender responsive migration laws and empower women and girls. Data protection laws are intrinsically connected with other legal frameworks such as the migration and refugee laws, equality legislations, non-discrimination, and labour laws and therefore create an opportunity to trigger gender-equality approaches in different contexts, where data use is concerned. Data protection is therefore particularly important to UN Women. UN Women adopts a gender-sensitive approach to data protection laws and work towards exploring how they can be used as a strategic framework promoting gender-equality by building on their strong interconnection with human rights laws.

2. Objective

UN Women will work on promoting achievement of gender equality and protection of women migrants and refugees through robust gender-sensitive data protection and internet governance laws and policies, use of ICTs, and opportunities created by data-driven technologies. Autonomy, human dignity, fairness, agency, and non-discrimination are some of the values underpinning data protection as a fundamental right. Putting human rights at the centre of all its efforts, UN Women will work on the protection of women migrants and refugees and the role data protection laws play in achieving their security, protection, and empowerment from a gender perspective to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

A consultant is needed to conduct research on data protection and human rights laws; analyse the role of data protection legal frameworks in protecting women migrants and refugees’ rights and freedoms; conduct research on opportunities and challenges that exist for women migrants and refugees in the context of their use of technologies, surveillance technologies, e-government tools, AI-driven technologies, and data collection practices by different actors; conduct research and gender analysis on the role gender-sensitive data protection laws and their effective application can play in achieving the SDGs and “Leave no one behind” principle which is at the core of the SDGs for 2030.

Duties and Responsibilities

3. Tasks and responsibilities

Under the overall guidance and supervision of the Regional Peace, Security and Humanitarian Specialist, the Consultant will carry out the following tasks:

Research ad knowledge management:

  1. Conducting research and knowledge products on human rights and data protection laws in the ECA region and provide a gender-analysis of the currently applicable legal and policy frameworks in the context of migration and displacement.
  2. Drafting a research paper on the importance of data protection laws and frameworks in the context of protection of vulnerable groups’ fundamental rights and freedoms in international human rights laws.
  3. Supporting the research on data protection and human rights laws with their practical and legal implications for the use of technologies and empowerment of women and girls in the region.
  4. Draw on practical case-studies showing how gender-sensitive and human-rights centred approach in data protection laws and internet governance frameworks can promote gender-equality, women’s rights in humanitarian context.

Technical and Advisory support:

  1. Providing advisory and technical support to the Women, Peace, Security and Humanitarian team, especially in relation to conflict affected women, migration, and displacement in the ECA region.
  2. Providing support on meeting and event preparation, organization and documentation.

Education and certification:

  • Bachelor’s degree or equivalent in political science, gender studies, law, human rights, international relations, or another area relevant to the requirements of this Terms of Reference.
  • Masters degree considered an asset.

Experience:

  • At least 2 years’ experience in data protection and human rights laws, ideally with some experience in research relating to protection and empowerment of vulnerable groups.
  • Experience in legal, policy research and analysis.
  • Experience in working with civil society organisations, international institutions, private sector businesses on data protection issues is an asset.
  • At least 1 years of professional experience in writing, reviewing, editing knowledge products, and research papers.
  • Experience working with the UN is an asset.
  • Experience in using advanced tools and techniques in research (involving both qualitative and quantitative methods and data collection techniques) is an asset.

Language Requirements:

  • Fluency in English and is required. (Excellent proven written and spoken English)
  • Turkish is an asset.

7. Application Procedure

Interested candidates are invited to submit their applications by the application deadline with the following documents.

-Duly filled Personal History Form (P-11 form) - including past experience in similar assignments; can be downloaded at http://www.unwomen.org/about-us/employment, a signed copy should be submitted.

-Letter of Intent to include a one-page brief overview about which of your previous experiences makes you the most suitable candidate for the advertised position.

-Financial proposal (in Turkish Lira) - specifying an all-inclusive fixed total contract price, supported by a breakdown by deliverable and include a daily amount/cost as per template provided. All travel will be subject to the permitted movement under the COVID pandemic and therefore, UN Women will pay for travel of the consultant separately. For this reason, travel should not be included in the consultant’s financial proposal.

8. Evaluation of Applicants

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications (technical) and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as: a) Technically responsive/compliant/acceptable, and b) Having received the highest score out 100 for the below defined technical (70 points) and financial (30 points) criteria.

Only candidates obtaining a minimum of 50 points in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows: p = 30 (µ/z)

Using the following values:

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Technical evaluation will be represented through desk review of applications and further interview will be organized if needed, depending on the short-listed candidates’ qualifications. The hiring manager reserves the right to also hold interviews as required.
