Organizational Setting:

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency, and post-crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

Reporting Lines:

The incumbent will work under the direct supervision of the FAO Representative, Mongolia, and in close coordination with the LCP PIU (Project Implementation Unit of the Livestock Commercialization Project) Coordinator and technical supervision of the FAO Project Task Force (PTF).

Technical Focus:

The project focuses on designing and implementing animal health, disease control, One-Health, upgrading the veterinary diagnostic laboratory capacity, epidemiology, and food safety programmes in less developed countries.

Tasks and responsibilities:

  • Assess the project deliverables and reporting requirements of the animal health component of the Livestock Commercialization Project (AH-LCP),
  • Compile finalized reports of completed project (sub-)activities, make reports available in both English and Mongolian language and harmonize the layout of these reports while ensuring that reports reflect the project outputs and meet stakeholders’ expectations,
  • Support the Mid-Term Review (MTR) of the AH-LCP (scheduled March 2023) by:
    • Making available the progress reports for 2020, 2021, and 2022, and compiling an overview of the status of the project including the progress or delay of ongoing activities,
    • Be at hand to provide the MRT team with additional documentation and information on demand,
  • Develop a report presenting the findings and recommendations of the MTR and outline corrective measures,
  • Develop Project Status Report by June 2023 for Team Leaders, Lead Technical Officer (FAO-RAP), and Budget Holder with feedback on project strategies, activities, and achievement of deliverables and include recommendations for the remaining 6 months of the project,
  • In close collaboration with FAO-Mongolia, FAO-HQ and PIU, modify and compile project reports, strategies, reviews, and assessments according to the quality standards,
  • Prepare necessary documentation for the evaluation of AH-LCP by the FAO-HQ evaluation team in the second half of 2023,
    • Compile progress report 2020-2022 (prepared for MTR) with a progress report in the year 2023,
    • Finalize the collection, compilation, and formatting of all consultancy reports on different project subcomponents in both English and Mongolian language,
  • If required and in line with the FAO-Mongolia and World Bank requirements, assess, plan, design, and conduct surveys or focus group discussions to complement information from stakeholders and beneficiaries on project outputs and outcomes,
  • Assist financial and administrative staff of the project and FAO-Mongolia to finalize the financial reporting of the project,
  • Ensure reports, strategies, reviews, and assessments are cleared by the government and agreed upon between FAO and the Government, considering any specific governmental, legal, or regulatory constraints that need to be taken into consideration,
  • Any other works within technical competence as may be requested by FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in project management or strategy development or related fields,
  • 2 years of proven experience in the fields of project management and strategy development,
  • Working knowledge (level C) in both written and spoken English,
  • Nationality of Mongolia.
