Organizational Setting:

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

Reporting Lines:

The incumbent will work under the overall supervision of the FAO Representative and direct supervision of the National Project Manager and in close liaison with the project stakeholders.

Technical Focus:

FAO is implementing Inclusive and Sustainable Vegetable and Marketing Project (VEGI) Exit Phase: Outcome 4-Legal Framework Project funded by SDC. Inclusive and Sustainable Vegetable and Marketing Project (VEGI). VEGI Exit Phase aims to contribute to “improved livelihood in Mongolia, through inclusive, gender responsive and sustainable growth of the vegetable sector”. Outcome 4 Policy implementation by FAO will focus on improvement of policy/legal and institutional framework fosters sustainable and inclusive growth of the vegetable sector. Four outputs are envisioned including support for improved legal policies for plant seed and varieties; and for plant protection provided; capacity for GAP implementation enhanced; and taxation and vegetable import regulation reviewed. Creation of appropriate and conducive legal framework for vegetable sector will support the implementation of other outcomes of the project that focus on vegetable production and marketing.

Tasks and responsibilities:

Under the overall supervision of the FAO Representative in Mongolia and direct supervision of the National Project Manager of the Inclusive and Sustainable Vegetable and Marketing Project, the Training and Administrative Specialist is responsible for the day-to-day administration of the field project assigned, and will provide assistance in ensuring the effective and efficient project implementation and will undertake following duties:

• Building annual training program and preparing trainings plans, organize trainings, prepare reports on completion of the trainings, prepare success story and social media posts and conduct other tasks related to trainings; • Identifying training needs by evaluating strengths and weaknesses of the target audiences, pprepare training ToRs and agenda,develop courses and online/classroom modules; • Work closely with trainers/teachers, facilitate trainings and assist participants to attend the training; • Develop or oversee the production of training handouts, instructional materials, aids and manuals; • Assists in organization of workshops/ /meetings including PTF/PSC meetings; • Carries out administration work including drafting/reviewing TORs of project personnel for further clearance technically and operationally, supports the recruitment process including screening, interview arrangement and reporting etc., • Provides logistical and travel arrangements for the project, process local travel requests and follow-up timely submission of BTORs (Back to Office Report)s and TECs (Travel Expense Claim)s; • Provides assistance and advice to the Project Team according to FAO procedures; • Assists the Project Team to maintain an appropriate communication, filing and work flow on project activities; • Manages official correspondence and archive; • Ensures FAO premise is maintained in sound working conditions; • Maintains project asset/inventory in good working conditions and keeps accurate records regarding custodianship, location, physical verification and year-end inventory stock take etc. and dispose them in due time; • Undertakes other assignments as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• At least undergraduate degree in management, business administration, accounting or a related field and/or professional certification and extensive related experience; • A minimum of five years of working experience in one of the above fields; • National of Mongolia.

• Experience managing the administration, finances and procurements of large projects; • Excellent written and verbal communication skills in English and Mongolian; • Excellent planning and organizing skills, accurate with attention to detail; • Able to work as part of a multinational team; • Experience in the UN system is an asset; • In-depth knowledge of programme and project management is considered a strong asset; • High computer literacy in MS Office (Word, Excel, Access, Powerpoint, Outlook etc); • Demonstrated ability to process complex data and analyse information as the basis for professional mastery of subject matter; • Teamwork and strong soft skills including interpersonal, ethical, listening and communication skills, proactive, problem solving, self-organizing, planning, setting priorities and efficient use of time;
