Organizational Setting:

The project “SDG-Aligned Budgeting to Transform Employment in Mongolia” aims to support increased employment and promotion of decent work in Mongolia. The Project plans to achieve its goal by conjoining two main streams of activities: i) enabling and promoting employability in Mongolia via direct interventions and policy improvements, and ii) improving the public finance management systems to absorb results-oriented, effective and evidence-based policies and budget initiatives in employment and labour sectors.

The project duration is 42 months. This technical assistance project is funded by the European Union (EU), and complements the EU Direct Budget Support to Mongolia.

Reporting Lines:

Under the overall supervision of the FAO Representative in Mongolia, and under the technical supervision of the lead technical officer and in close liaison with the Assistant FAO Representative and communication, operational and admin staff of the FAO Mongolia, the incumbent will be in charge of daily implementation, management, administration and technical supervision of the project (FAO Component).

Technical Focus:

The Project is managed by United Nations Development Programme (UNDP) in partnership with Food and Agriculture Organization of the United Nations (UN-FAO) and International Labour Organization (ILO) and has the following four components: Component A) Bridging Policies with Budgets; Component B) Budget Oversight and Transparency; Component C) Employment Promotion: Boosting Employability; and Component D) Effective Application of International Labour Standards by Strengthening Institutions of Work.

UN-FAO is responsible for implementing a part of Component C: Employment Promotion and aims at Undertaking selected pilots with scope for scaling-up, with large-scale potential for youth employment and training, especially in rural areas. The experience of pilots will contribute to effective public-private partnership models, building evidence, establishing lessons, and policy development, better informing national programs, apart from expanding opportunities and worker productivity. It will be implemented in close coordination with the Ministry of Food, Agriculture and Light Industry.

Tasks and responsibilities:

  • Serve the overall technical and operational lead to the project (FAO Component); responsible for the project--its coordination, operations, deliverables, ownership and sustainability-- as the project’s primary focal point.
  • Overall technical lead for the implementation of all project outputs and activities and ensure technical soundness of project implementation;
  • The effective coordination and close monitoring of the implementation of project activities including cooperation with the UNDP and ILO;
  • Supervise preparation of various technical outputs, e.g. knowledge products, reports and case studies, inputs to publications including at the global level;
  • Work from the agreed upon baseline, carefully track the project’s progress and ensuring timely delivery of inputs and outputs;
  • Provide technical support and assessing the outputs of the project national consultants hired with project funds, as well as the products generated in the implementation of the project;
  • Ensure a high level of collaboration (and ownership) among participating institutions and organizations at the national and local levels;
  • Ensure effective engagement of and by stakeholders in the project;
  • Ensure compliance with all sub-agreements to project partners provisions during the implementation, including on timely reporting and financial management;
  • Manage requests for provision of financial resources using provided format in sub-agreement annexes;
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
  • Ensure timely preparation and submission of financial and progress reports to FAO and UNDP Mongolia as per reporting requirements;
  • Maintain documentation and evidence that describes the proper and prudent use of project resources as per sub-agreement provisions, including making available this supporting documentation to FAO and UNDP and designated auditors when requested;
  • In collaboration with other PMU staff, FAO and UNDP, implementing and managing the project’s monitoring and communications plans;
  • In consultation with the Project Manager at UNDP, organizing project workshops and meetings to monitor progress and preparing the Annual Budget and Work Plan;
  • Support the organization of the mid-term and terminal evaluations in close coordination with the FAO Budget Holder, the FAO Independent Office of Evaluation (OED), and UNDP and EU Mongolia;
  • Facilitate recruitment of national and international consultants in line with the needs for the project as articulated by the project stakeholders, monitor and supervise the work of consultants, ensure linkages with technical backstopping, and facilitate clearances of reports;
  • Lead the development of communication messages and knowledge/communication products, in collaboration with other PMU staff, including photo and video stories based on good practices / outcomes from the project;
  • Prepare and implement a communication and visibility plan with reference to the EU, FAO and UNDP Guidelines incorporating latest communication channels including website and social media;
  • Inform the Project Board, FAO and UNDP of any delays and difficulties as they arise during the implementation to ensure timely corrective measure and support.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in economics, marketing, development studies, agriculture, business administration, entrepreneurship, or a related fields of study;
  • Seven years of relevant experience in value chain management, product development, product marketing, and introduction of new product in foreign markets; Experience in developing public-private partnerships, product branding and agri-entrepreneurship develop would be an advantage;
  • Excellent command of language in English and Mongolian including ability to write clearly and concisely at technical level
  • Nationality of Mongolia

Technical/Functional Skills

  • Extent and relevance of experience in project/programme management;
  • Extent and relevance of experience in product development, product marketing, and introduction of new product in domestic and foreign market;
  • Experience in agricultural product development and marketing is advantage;
  • High level advocacy and communication skills and ability to disseminating of results and sharing knowledge;
  • Demonstrated capability in establishing and maintaining partnerships with private companies, government institutions, NGOs as well as donors;
  • Experience in the government or UN system is an asset;
  • Excellent planning and organizing skills, accurate with attention to detail;
  • In-depth knowledge of programme and project management is considered a strong asset;
  • High computer literacy in MS Office (Word, Excel, Access, Powerpoint, Outlook etc);
  • Demonstrated ability to process complex data and analyze information as the basis for technical and policy advice and mastery of subject matter, teamwork and strong soft skills including interpersonal, ethical, listening and communication skills, proactive, problem solving, self-organizing, planning, setting priorities and efficient use of time;
