National Project Personnel – Land Management Specialist

Organizational Setting:

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

The project “ STREAM Mongolia: SusTainable Resilient Ecosystem and Agriculture Management in Mongolia” is part of the Joint Initiative on climate change mitigation and adaptation, sustainable agriculture for key food systems and sustainable value chains (Global Climate Change Alliance & Development-Smart Innovation through Research in Agriculture). In Mongolia, the project is implemented by Deutsche Gesellschaft für Internationale Zusam-menarbeit GmbH (GIZ) and the Food and Agriculture Organisation of the United Nations (FAO). The project is financed by the European Union.

Reporting Lines:

Under the direct supervision of National Project Manager (NPM) and technical guidance by FAO-Lead Technical Officer (LTO) and in close collaboration with the ALAMGAC, MoFALI and Local government, the National Land Management Specialist will be responsible for implementation of the activities described as project Outcome 1: Output 1.1.

Technical Focus:

The overall objective of the project is to increase Mongolian communities capacity to implement innovative and sustainable long-term landscape management to address food system challenges and climate stresses. FAO‘s Specific objective is mainstreaming climate change adaptation into the agricultural landscape management to increase agricultural productivity, sustainablility and value addition.

Tasks and responsibilities:

Under the overall supervision of the FAO Representative and under the direct supervision of National Project Manager (NPM) and technical guidance by FAO-Lead Technical Officer (LTO) in close collaboration with the Agency for Land Administration and Management, Geodesy and Cartography (ALAMGAC), Ministry of Food, Agriculture and Light Industry, Local Government, the National Land Management Specialist will be responsible for the implementation of following activities described as project Outcome 1; Output 1.1.

• Review and analyse current provincial and soum level land use plans of target aimags and soums • Prepare bidding documents and co-financing plan for developing aimag and soums integrated land management plan in collaboration with Department of Land management and Urban Construction of project target aimags in consolidated ways; • Prepare technical specification and list of equipment and tools to be supplied; • In close consultation with ALAMGAC and stakeholders (including the private sector), prepare detailed guidelines for science-based, integrated land management planning, assessment and monitoring (building on existing guidelines) and conduct training for aimag and soum level land officers to build capacity; • Lead and document recommended (adaptable) processes for development of aimag land management plans and investment decision making through participatory and adaptive planning practices; • Ensure that missing elements of land degradation (crop and pasture), natural resource considerations (including forest) and biodiversity priorities are incorporated into aimag land management plans; • Lead and document recommended (adaptable) processes for development of soum territorial development plans through participatory and adaptive planning practices • Supervise the Sub-contractor’s work for development of aimag land management plans and soum territorial development plans • Ensure aimag and soums integrated land management plans are endorsed and implemented and regularly monitored in coordination with respective stakeholders and specialists; • Provide inputs to inputs to the quarterly M&E report, project six-monthly project progress reports and annual project implementation reports; • Any other tasks that may be relevant to the position

Minimum Requirements

• Advanced degree in land management and/or related sciences; • Minimum of 5 years directly applicable experience working on integrated land management; hands-on experience in developing land management plan and design of monitoring and evaluation tools; • Proven experience with statistical and data analysis; familiarity with both qualitative and quantities information analysis tools; • Excellent command of language in English and Mongolian including ability to write clearly and concisely is essential. • Nationality of Mongolia.

• Excellent inter-personal skills, including the ability to develop and maintain strong relationships at all levels; • Teamwork and strong soft skills including interpersonal, ethical, listening and communication skills, proactive, problem solving, self-organizing, planning, organizing, setting priorities and efficient use of time; • High computer literacy in MS Office; Adobe (package) ArcGIS, and land management planning/monitoring tools and analysis software for integrated land management etc.,; • In-depth knowledge of programme and project implementation is considered a strong asset; • Experience in international programme and project implementing organization is an asset; • Willingness to travel regularly in the field;
