Organizational Setting:

Achieving food security for all is at the heart of FAO efforts – to make sure people have regular access to enough high-quality food to lead active, healthy lives. The FAO-GEF partnership addresses critical challenges at the nexus between agriculture and the environment. FAO has a history of partnership with the Government of Mongolia (GoM), to eradicate poverty and malnutrition through the development of the agriculture sector. It has also been an active partner of the government in protecting the environment,promoting sustainable development and the disaster risk management strategies of the country.

The project “Promoting Dryland Sustainable Landscapes and Biodiversity Conservation in the Eastern Steppe of Mongolia” is part of a global program led by the Food and Agriculture Organization of the United Nations (UN-FAO), the Global Environment Facility 7th replenishment (GEF-7) Sustainable Forest Management Impact Program on Dryland Sustainable Landscapes (SFM/Drylands IP). In Mongolia, the project is led by FAO in partnership with World Wildlife Fund (WWF), and will be executed by the Ministry of Environment and Tourism (MET) in collaboration with the Ministry of Food agriculture and light industry (MoFALI) and other partners.

WWF-Mongolia focuses its efforts on critical conservation issues in 2 of the world’s outstanding places for biodiversity conservation, the Altai-Sayan Ecoregion in Western Mongolia and Amur-Heilong Ecoregion Complex in Eastern Mongolia.

Reporting Lines:

Under the direct supervision of National Project Manager (NPM) the Incumbent will provides supports to the implementation of the project.

Technical Focus:

The objective of the project is to reverse and prevent dryland ecosystem degradation and biodiversity loss through an inclusive, integrated landscape and value chain approach securing multiple environment benefits and sustainable, resilient livelihoods in the Eastern Steppe of Mongolia.

Tasks and responsibilities:

Under the direct supervision of National project manager (NPM), the driver will be responsible to:

· Ensure provision of reliable and secure driving services by a) driving office vehicles for the transport of authorized project personnel to the field and in city and delivery and collection of mail, documents and other items and b) meeting official personnel and visitors at the airport, visa and customs formalities arrangement when required;

· Ensure cost-saving through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports;

· Ensure proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc;

  • Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, 1st aid kit, necessary spare parts;
  • Complete regular training courses on communications, defensive driving, driving safety, advanced first aid and vehicle maintenance as organized by the UNDSS and as well PMU;
  • Ensure before departure and upon return, that the vehicle is roadworthy and has not been tampered with, and that it contains all necessary equipment, such as communications, first aid kit, spare tire and emergency equipment, in compliance with the country Minimum Operating Security Standards and country Standard Operating Procedures.
  • Ensure to collect all proven documents, bills and receipt for fuel charge, toll gate fee and other fees, fill the forms for driving to measure running miles and get it signed by authorized personnels on timely and accurate manner
  • Ensure timely distribution of mails and documents through accurate logs of distribution, documenting hand-to-hand delivery of mails and documents when required;
  • Ensure that all immediate actions required by rules and regulations are taken in case of involvement in accidents Assist passengers as required within the FAO rules and regulations;
  • Report to the Project team and FAO Representations any accidents or incidents involving vehicle or passengers immediately, including actions not within the FAO rules and regulations requested by staff, consultants or others;
  • Check that the United Nations Waiver of Responsibilities Form (or another form, as required by agency / organization’s specific regulations) is signed by all non-UN personnel travelling in an official vehicle.
  • Any other actions are required and appropriate to ensure the success of the project in consultation with supervisors;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Nationality of Mongolia.
  • Should have minimum of 5 years of working experience as a Driver and safe driving records;
  • Knows how to operate the vehicle safely in all local conditions, including snow, ice and sandstorms, and in evasive driving techniques, should such skills be necessary.
  • Knows how to use the first aid kit.
  • Knows how to operate the installed radio/communications equipment and the GPS system.
  • Knows all national driving codes and regulations.

Technical/Functional Skills
